{"id":47218,"date":"2026-09-17T19:18:16","date_gmt":"2026-09-17T19:18:16","guid":{"rendered":"https:\/\/financialrush.com\/?p=47218"},"modified":"2026-09-17T19:18:16","modified_gmt":"2026-09-17T19:18:16","slug":"republicans-tout-trumps-big-beautiful-bill-heres-who-benefited","status":"publish","type":"post","link":"https:\/\/financialrush.com\/?p=47218","title":{"rendered":"Republicans tout Trump&#8217;s &#8216;big beautiful bill.&#8217; Here&#8217;s who benefited"},"content":{"rendered":"<p> \n<\/p>\n<div>\n<div class=\"InlineImage-imageEmbed\" id=\"ArticleBody-InlineImage-108168008\" data-test=\"InlineImage\">\n<div class=\"InlineImage-wrapper\">\n<div>\n<p>U.S. President Donald Trump presents a sweeping spending and tax legislation, known as the &#8220;One Big Beautiful Bill Act,&#8221; after he signed it, at the White House in Washington, D.C., U.S., July 4, 2025.<\/p>\n<p>Leah Millis | Reuters<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>As the <a href=\"https:\/\/www.cnbc.com\/elections\/\">midterm elections<\/a> approach, Republicans are touting President <a href=\"https:\/\/www.cnbc.com\/donald-trump\/\">Donald Trump<\/a>&#8216;s &#8220;<a href=\"https:\/\/www.cnbc.com\/2025\/07\/03\/trump-big-beautiful-bill-tax-changes.html\">big beautiful bill<\/a>&#8221; to voters as they fight to keep slim majorities in Congress.<\/p>\n<p>But certain Americans have benefitted more from <a href=\"https:\/\/www.irs.gov\/newsroom\/working-families-tax-cuts\" target=\"_blank\">Trump&#8217;s tax breaks<\/a> than others, policy experts say.  <\/p>\n<p>Trump&#8217;s legislation, also known as the &#8220;Working Families Tax Cuts,&#8221; made permanent his <a href=\"https:\/\/www.cnbc.com\/2024\/06\/18\/plan-for-expiring-trump-tax-breaks.html\">2017 tax changes <\/a>while adding new tax breaks, including deductions for\u00a0<a href=\"https:\/\/www.cnbc.com\/2025\/12\/23\/no-tax-on-tips-who-benefits.html\">tip income<\/a>,\u00a0<a href=\"https:\/\/www.cnbc.com\/2026\/03\/06\/trump-no-tax-on-overtime.html\">overtime earnings<\/a>,\u00a0<a href=\"https:\/\/www.cnbc.com\/2026\/01\/18\/big-beautiful-bill-senior-deduction.html\">seniors<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.cnbc.com\/2026\/02\/13\/interest-on-new-car-loans-tax-deductible.html\">auto loan interest<\/a>, among others. The bill also added a bigger\u00a0<a href=\"https:\/\/www.cnbc.com\/2025\/07\/03\/trumps-big-beautiful-bill-salt-deduction.html\">federal deduction limit for state and local taxes<\/a>, or SALT, for filers who itemize.<\/p>\n<p>In <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/sb0630\/\" target=\"_blank\">prepared remarks<\/a> before the House Committee on Financial Services this week, Treasury Secretary Scott Bessent told lawmakers the legislation delivered tax relief &#8220;directly to millions of low- and middle-income Americans.&#8221;<\/p>\n<\/div>\n<div class=\"group\">\n<div class=\"RelatedContent-relatedContent\" id=\"RegularArticle-RelatedContent-1\">\n<div class=\"RelatedContent-container\">\n<div class=\"RelatedContent-nonCollapsibleContent\">\n<h2 id=\"read-more-cnbc-personal-finance-coverage\" class=\"RelatedContent-header\">Read more CNBC personal finance coverage<\/h2>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>More than 64 million tax returns claimed at least one of Trump&#8217;s &#8220;signature new tax cuts&#8221; \u2014 the deductions for tips, overtime, auto loan interest or the enhanced senior deduction, Bessent said this week. <\/p>\n<p>Trump&#8217;s tax cuts were also a popular theme throughout the Republicans&#8217; <a href=\"https:\/\/www.cnbc.com\/2026\/09\/09\/trump-republicans-congress-stock-trading-ban-midterm-convention.html\">midterm convention<\/a> in Dallas this month.<\/p>\n<p>However, these tax provisions, and others, &#8220;hit households differently,&#8221; which means the impact varied based on a family&#8217;s unique situation, Joseph Rosenberg, a senior fellow with the Urban-Brookings Tax Policy Center, told CNBC. <\/p>\n<p>White House spokesman Kush Desai told CNBC in an email that &#8220;tens of millions of Americans have taken advantage of at least one of these signature provisions, and President Trump will continue to tout this historic achievement for the American people.&#8221;<\/p>\n<p>Here&#8217;s a breakdown of who benefited most from Trump&#8217;s tax breaks, according to policy experts.  <\/p>\n<\/div>\n<h2 id=\"extending-trumps-2017-tax-cuts\" class=\"ArticleBody-subtitle\"><a id=\"headline0\"\/>Extending Trump&#8217;s 2017 tax cuts<\/h2>\n<div class=\"group\">\n<p>Trump&#8217;s legislation made permanent his changes in the Tax Cuts and Jobs Act of 2017, which included lower tax brackets, bigger standard deductions, a more generous child tax credit and a higher estate and gift tax exemption, among other provisions.<\/p>\n<p>Without extensions, some <a href=\"https:\/\/taxfoundation.org\/data\/all\/federal\/tax-calculator-obbba\/\" target=\"_blank\">62% of Americans<\/a> would have seen tax increases in 2026 when these provisions were scheduled to expire, according to the Tax Foundation. <\/p>\n<p>&#8220;A clear majority of the benefit across the board&#8221; came from making these tax breaks permanent versus the new deductions, said Garrett Watson, vice president of federal tax policy with the Tax Foundation. <\/p>\n<p>But this was &#8220;extending the status quo,&#8221; so many taxpayers won&#8217;t feel the difference, he said. <\/p>\n<\/div>\n<h2 id=\"trumps-new-tax-deductions\" class=\"ArticleBody-subtitle\"><a id=\"headline1\"\/>Trump&#8217;s new tax deductions <\/h2>\n<div class=\"group\">\n<p>Floated on the 2024 presidential campaign trail, Trump&#8217;s new deductions included tax breaks on tip income,\u00a0overtime earnings,\u00a0auto loan interest and an enhanced deduction for seniors. These cuts phase out, or get smaller, based on certain income thresholds.  <\/p>\n<p>&#8220;Those all go toward specific taxpayers,&#8221; the Tax Foundation&#8217;s Watson said. &#8220;For certain taxpayers, that may have made a big difference in their year-over-year tax liability.&#8221;<\/p>\n<p>For example, the average tips deduction was over $7,000, and the average senior deduction was more than $7,500, according to the <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/sb0517\" target=\"_blank\">latest Treasury data<\/a>. <\/p>\n<p>Deductions reduce the income on which you pay taxes. But these tax breaks won&#8217;t generate a refund if you have no balance due. That means the lowest earners are less likely to benefit from deductions since they may not owe taxes, experts say. <\/p>\n<\/div>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-108363173\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-108363173\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000424694\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" data-test=\"InlineVideo\">\n<div class=\"InlineVideo-wrapper\">\n<div class=\"InlineVideo-inlineThumbnailContainer\"><span class=\"InlineVideo-videoButton\"\/><span\/><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>Trump&#8217;s legislation also significantly increased the SALT deduction limit, which applies to filers who itemize. For 2025, the SALT deduction cap increased to $40,000, up from $10,000 in 2024. <\/p>\n<p>The Treasury has not released data points on SALT deduction claims, but some data points to <a href=\"https:\/\/economyheather.substack.com\/p\/its-tax-day-refunds-are-up-but-not\" target=\"_blank\">higher refunds in high-tax states<\/a>, such as California and New Jersey. This could suggest these filers received a boost from the higher SALT deduction, according to Heather Long, chief economist with Navy Federal Credit Union.    <\/p>\n<p>The bigger SALT deduction is most beneficial to upper-middle- to upper-income earners because it starts to <a href=\"https:\/\/www.cnbc.com\/2025\/08\/04\/trump-big-beautiful-bill-salt.html\">phase out at $500,000<\/a>, said Watson with the Tax Foundation.  <\/p>\n<\/div>\n<h2 id=\"how-trumps-cuts-impacted-tax-refunds\" class=\"ArticleBody-subtitle\"><a id=\"headline2\"\/>How Trump&#8217;s cuts impacted tax refunds<\/h2>\n<div class=\"group\">\n<p>The <a href=\"https:\/\/www.cnbc.com\/2026\/04\/24\/average-tax-refund.html\">average tax refund<\/a> size was watched closely throughout the tax season as one potential metric of how Americans fared from the 2025 tax changes. <\/p>\n<p>As of May 8, the <a href=\"https:\/\/www.irs.gov\/newsroom\/filing-season-statistics-for-week-ending-may-8-2026\" target=\"_blank\">average refund<\/a> for individual returns was $3,276 for the 2026 filing season, up 11.5% from roughly the same point last year, according to the latest IRS data.<\/p>\n<p>However, tax refunds or balances due reflect the difference between taxes owed and paid throughout the previous year.
