But experts say such an effort is unlikely to happen quickly \u2014 and the benefits would skew to wealthier homeowners. <\/p>\n<p>In a <a href=\"https:\/\/www.foxbusiness.com\/video\/6403230675112\" target=\"_blank\">conversation<\/a> on Fox Business on Tuesday, National Economic Council Director Kevin Hassett and host Larry Kudlow, who led the council during Trump&#8217;s first term, said the White House may propose new tax breaks in the lead-up to the midterm elections. <\/p>\n<p>Kudlow said he&#8217;d spoken to President <a href=\"https:\/\/www.cnbc.com\/donald-trump\/\">Donald Trump<\/a> about indexing capital gains to inflation, as well as making changes to <a href=\"https:\/\/www.cnbc.com\/2026\/03\/04\/capital-gains-taxes-home-sales.html\">capital gains taxes on home sales<\/a> that would shield more of homeowners&#8217; profits from taxes. He said Trump was &#8220;very interested&#8221; in those ideas. <\/p>\n<p>&#8220;These are not necessarily rich people,&#8221; Kudlow said. &#8220;These are empty nesters who own a house for 30 or 40 [years], but they shouldn&#8217;t have to pay the Biden inflation tax.&#8221;<\/p>\n<\/div>\n<div class=\"group\">\n<div class=\"RelatedContent-relatedContent\" id=\"RegularArticle-RelatedContent-1\">\n<div class=\"RelatedContent-container\">\n<div class=\"RelatedContent-nonCollapsibleContent\">\n<h2 id=\"read-more-cnbc-personal-finance-coverage\" class=\"RelatedContent-header\">Read more CNBC personal finance coverage<\/h2>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>A change to the home sale capital gains exclusion would require action from Congress, and it&#8217;s unclear how interested the administration is in pursuing the idea. <\/p>\n<p>&#8220;President Trump is always exploring new ideas to Make America Wealthy Again, but any policy announcements will come from the Administration directly,&#8221; White House spokesman Kush Desai told CNBC in an emailed statement.<\/p>\n<p>Changes to the tax law ahead of the midterm elections are also &#8220;extremely unlikely,&#8221; given the tight time frame, said Jude Boudreaux, a certified financial planner and partner and senior financial planner with The Planning Center in New Orleans, Louisiana.<\/p>\n<p>&#8220;Just based on how difficult it seems to be to get any legislation passed recently,&#8221; said Boudreaux.<\/p>\n<\/div>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-108348479\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-108348479\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000421550\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" data-test=\"InlineVideo\">\n<div class=\"InlineVideo-wrapper\">\n<div class=\"InlineVideo-inlineThumbnailContainer\"><span class=\"InlineVideo-videoButton\"\/><span\/><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>The comments from Hassett and Kudlow follow <a href=\"https:\/\/www.cnbc.com\/2026\/03\/04\/capital-gains-taxes-home-sales.html\">other recent efforts from lawmakers<\/a> to reduce or eliminate capital gains on home sales. <\/p>\n<p>Earlier this year, Sens. Ted Cruz, R-Texas, and Tim Scott, R-S.C., sent a letter to Treasury Secretary <a href=\"https:\/\/www.cnbc.com\/video\/2026\/01\/28\/watch-cnbcs-full-interview-with-treasury-secretary-scott-bessent.html\">Scott Bessent<\/a>, asking him to reduce capital gains taxes by indexing a home&#8217;s basis with inflation.<\/p>\n<p>Several bills in Congress have also sought to address the issue. A bipartisan, bicameral proposal from early 2025, the\u00a0<a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1340?overview=closed\" target=\"_blank\">More Homes on the Market Act<\/a>, would double the capital gains exemptions for primary home sales profits and adjust those figures annually for inflation. Meanwhile, the <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/4327\" target=\"_blank\">No Tax on Homes Sales Act<\/a>, introduced by former Rep. Marjorie Taylor Greene, R-Ga., in mid-2025, would eliminate capital gains taxes on the sale of primary residences. Those bills remain in committee. <\/p>\n<p>Trump has himself also <a href=\"https:\/\/www.cnbc.com\/2025\/07\/23\/trump-no-capital-gains-taxes-home-sales.html\">raised the idea<\/a> of an end to capital gains tax on home sales. <\/p>\n<\/div>\n<h2 id=\"how-capital-gains-taxes-on-home-sales-work\" class=\"ArticleBody-subtitle\"><a id=\"headline0\"\/>How capital gains taxes on home sales work<\/h2>\n<div class=\"group\">\n<p>Under current law, sellers generally pay capital gains tax on the difference between a home&#8217;s adjusted basis and its sales price. <\/p>\n<p>Homeowners <a href=\"https:\/\/www.irs.gov\/forms-pubs\/about-publication-523\" target=\"_blank\">selling a primary residence<\/a> who meet certain IRS conditions can <a href=\"https:\/\/www.cnbc.com\/2025\/02\/18\/reduce-capital-gains-home-sale.html\">qualify for a tax break<\/a>, known as the Section 121 exclusion, that shields up to $250,000 of profits for single filers and $500,000 for married couples filing jointly. Home sale profits above the threshold are subject to long-term <a href=\"https:\/\/www.cnbc.com\/2025\/10\/09\/capital-gains-tax-2026-federal.html\">capital gains taxes<\/a> of 0%, 15% or 20%, depending on the seller&#8217;s taxable income.<\/p>\n<p>Increasing the exemption may not impact many households. <\/p>\n<p>In 2022, just around 10% of homeowners had gains exceeding the current exemption, according to The Budget Lab at Yale \u2014 and those homeowners had an average net worth of roughly $5.7 million. <\/p>\n<\/div>\n<div class=\"group\">\n<p>Roughly 1 in 3 homeowners \u2014 nearly 29 million households \u2014 have built up more equity than the federal capital gains tax exclusion for single filers, $250,000, according to a <a href=\"https:\/\/www.realtor.com\/advice\/finance\/home-equity-tax-capital-gains\/\" target=\"_blank\">2025 analysis<\/a> by the National Association of Realtors.
