The two sides agreed to set up a <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/speech_26_1344\" target=\"_blank\">bilateral working group<\/a> to monitor trade flows, with \u201creassurance\u201d from Beijing that existing export controls on rare earths and permanent magnets will not disrupt EU supply chains. <\/p>\n<p>\u201cNot everything will be solved, not everything will be fixed, but we think that between now and October, our teams have sufficient time to deliver the tangible results,\u201d Sefcovic said. Chinese exports to the EU \u201ckeep rising, while our market share in China keeps shrinking,\u201d he said, calling the trend \u201cnot sustainable.\u201d <\/p>\n<p>Beijing has made it clear that it would <a href=\"https:\/\/cacs.mofcom.gov.cn\/article\/gnwjmdt\/sb\/zo\/202605\/188118.html\" target=\"_blank\">not hesitate to retaliate against any new trade curbs<\/a> designed to tackle the overcapacity issue.<\/p>\n<p>But the timing is awkward. The pair met in Brussels just as an <a href=\"https:\/\/www.cnbc.com\/2026\/06\/27\/europe-heatwave-uk-temperature-el-nino-invest.html\">historic heat wave<\/a> has Europeans rushing to buy air conditioners \u2014 mostly made in China. Europe has long resisted air conditioning as noisy, an eyesore on architectural facades and unnecessary, as brutal summer heat has been relatively short-lived. It also fears widespread adoption of the energy-hungry technology risks undermining the fight against climate change. <\/p>\n<p>The <a href=\"https:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php?title=EU_trade_with_China_-_latest_developments#Recent_developments\" target=\"_blank\">bloc\u2019s goods deficit with China<\/a> grew 15% to \u20ac360 billion ($410 billion) last year, with all 27 member states experiencing a shortfall, and expanded to \u20ac98 billion in the first quarter, the highest since 2022. Electrical equipment and machines are among the most imported goods.  <\/p>\n<p>\u201cThe sense of urgency over [China\u2019s] threat to European industry appears to have reached a tipping point,\u201d said Gabriel Wildau, managing director at consultancy Teneo, while China\u2019s leadership has shown \u201clittle appetite for placating Europe.\u201d <\/p>\n<p>\u201cThere is no sign of policy action forceful enough to materially reduce the trade surplus with Europe,\u201d Wildau noted. <\/p>\n<\/div>\n<h2 id=\"a-big-market-to-fill\" class=\"ArticleBody-subtitle\"><a id=\"headline0\"\/>A big market to fill<\/h2>\n<div class=\"group\">\n<p>Air conditioners are adding to that imbalance this summer. <\/p>\n<p><span class=\"QuoteInBody-quoteNameContainer\" data-test=\"QuoteInBody\" id=\"RegularArticle-QuoteInBody-6\"><a href=\"https:\/\/www.cnbc.com\/quotes\/300-HK\/\">Midea Group<\/a><span class=\"QuoteInBody-inlineButton\"><span class=\"AddToWatchlistButton-watchlistContainer\" id=\"-WatchlistDropdown\" data-analytics-id=\"-WatchlistDropdown\"><button class=\"AddToWatchlistButton-watchlistButton\" aria-label=\"Add To Watchlist\" data-testid=\"dropdown-btn\"><span class=\"AddToWatchlistButton-addWatchListFromTag\"\/><\/button><\/span><\/span><\/span> <a href=\"https:\/\/www.stcn.com\/article\/detail\/3987517.html\" target=\"_blank\">reportedly<\/a> said orders for its PortaSplit unit \u2014 a portable split system engineered for Western Europe\u2019s fragmented building rules \u2014 have topped 200,000 this year as of Monday, double 2025\u2019s pace. <\/p>\n<p>A <a href=\"https:\/\/braucheklima.de\/\" target=\"_blank\">website<\/a> built by German software developer Adrian K\u00fcbel to track real-time inventory of <span class=\"QuoteInBody-quoteNameContainer\" data-test=\"QuoteInBody\" id=\"RegularArticle-QuoteInBody-9\"><a href=\"https:\/\/www.cnbc.com\/quotes\/Z333-CN\/\">Midea<\/a><span class=\"QuoteInBody-inlineButton\"><span class=\"AddToWatchlistButton-watchlistContainer\" id=\"-WatchlistDropdown\" data-analytics-id=\"-WatchlistDropdown\"><button class=\"AddToWatchlistButton-watchlistButton\" aria-label=\"Add To Watchlist\" data-testid=\"dropdown-btn\"><span class=\"AddToWatchlistButton-addWatchListFromTag\"\/><\/button><\/span><\/span><\/span> units across the country went viral on social media and showed the air conditioners were mostly out of stock. <\/p>\n<p>Air-conditioning ownership in Europe stands at around 20% of households, far below the nearly 90% penetration rate in the U.S., according to the <a href=\"https:\/\/www.iea.org\/commentaries\/staying-cool-without-overheating-the-energy-system\" target=\"_blank\">International Energy Agency<\/a>, a gap Midea and Asian home appliance makers <span class=\"QuoteInBody-quoteNameContainer\" data-test=\"QuoteInBody\" id=\"RegularArticle-QuoteInBody-11\"><a href=\"https:\/\/www.cnbc.com\/quotes\/SSNLF\/\">Samsung<\/a><span class=\"QuoteInBody-inlineButton\"><span class=\"AddToWatchlistButton-watchlistContainer\" id=\"-WatchlistDropdown\" data-analytics-id=\"-WatchlistDropdown\"><button Its refrigerant charge is also capped at 1.99 kilograms, <a href=\"https:\/\/www.36kr.com\/p\/3875639262198659\" target=\"_blank\">just under France\u2019s 2-kilogram limit<\/a>.<\/p>\n<p>The absence of a homegrown European name among leading air-conditioning suppliers underscores the industrial gap that EU leaders are trying to address. <\/p>\n<p>Half of the EU\u2019s imports from China are technology products, from cars to sophisticated machinery, said Denis Depoux, global managing director at Roland Berger. \u201cThis is an inversion of the past decades and is scary for European industries, and can be a financial systemic problem for the Union,\u201d Depoux said. He acknowledged the joint statement as positive progress, as \u201cit is the first one in several years.\u201d <\/p>\n<\/div>\n<h2 id=\"brussels-balancing-act\" class=\"ArticleBody-subtitle\"><a id=\"headline1\"\/>Brussels\u2019 balancing act<\/h2>\n<div class=\"group\">\n<p>The soaring demand for Chinese-made cooling technology also reflects an economic reality underlying analysts\u2019 skepticism that Beijing has conceded much in trade talks, as Brussels struggles to boost its own exports. <\/p>\n<p>\u201cChina has made no real commitment in setting an actual [import] quota or actual implementation mechanism,\u201d said Alicia Garc\u00eda Herrero, chief economist at French investment bank Natixis, calling the progress simply \u201csmoke\u201d from China to deter Europe from launching more protectionist measures. <\/p>\n<\/div>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-108328464\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-108328464\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000417372\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" class=\"InlineVideo-videoButton\"\/><span\/><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>European leaders are balancing consumers\u2019 desire for cheaper Chinese household goods, such as air conditioners, and maintaining their industrial inputs in strategic categories and employment. <\/p>\n<p>The European Commission, which has long criticized the excessive subsidies Beijing uses to support its companies and has alleged it dumps cheap goods in the bloc, said after talks on Monday that <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/speech_26_1344\" target=\"_blank\">\u201cthe status quo is not an option.\u201d<\/a> The bloc has recently turned up the heat on Chinese companies operating in Europe, including restricting funding to solar projects using Chinese-made components and <a href=\"https:\/\/taxation-customs.ec.europa.eu\/news\/guidance-and-legal-text-temporary-flat-fee-low-value-imports-which-will-apply-until-1-july-2028-2026-06-08_en\" target=\"_blank\">ending a tax exemption<\/a> for low-value parcels used by companies like Temu and Shein.  <\/p>\n<p>\u201cAny measures would be targeted in areas where either Chinese competition risks causing serious harm to critical industrial sectors, or where there is a major dependency risk that China may weaponize,\u201d said Andrew Small, director at the European Council on Foreign Relations, with a particular focus on rare earths, chemicals, autos and heavy machinery. <\/p>\n<p>\u201cThere is no discussion about across-the-board tariffs,\u201d he added. <\/p>\n<p>For business in Europe, trade negotiations carry existential consequences. <\/p>\n<p>\u201cEurope, too, needs a common understanding to avoid escalation of tit-for-tat responses,\u201d Depoux said. <\/p>\n<p>\u201c\u2018Delayed reciprocity\u2019 is the concept that should be at play here\u201d \u2014 one that could eventually see Chinese and European firms merge to compete globally rather than clash over market share, he added.
