{"id":43193,"date":"2026-04-20T17:15:05","date_gmt":"2026-04-20T17:15:05","guid":{"rendered":"https:\/\/financialrush.com\/?p=43193"},"modified":"2026-04-20T17:15:05","modified_gmt":"2026-04-20T17:15:05","slug":"retirement-security-for-caregivers-a-focus-of-new-bills-in-congress","status":"publish","type":"post","link":"https:\/\/financialrush.com\/?p=43193","title":{"rendered":"Retirement security for caregivers a focus of new bills in Congress"},"content":{"rendered":"<p> \n<\/p>\n<div id=\"SpecialReportArticle-ArticleBody-6\" data-module=\"ArticleBody\" data-test=\"articleBody-2\" data-analytics=\"SpecialReportArticle-articleBody-6-2\"><span class=\"HighlightShare-hidden\" style=\"top:0;left:0\"\/><\/p>\n<div class=\"InlineImage-imageEmbed\" id=\"ArticleBody-InlineImage-108292633\" data-test=\"InlineImage\">\n<div class=\"InlineImage-wrapper\">\n<div>\n<p>Halfpoint Images | Moment | Getty Images<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>There&#8217;s a bipartisan effort in Congress to help <a href=\"https:\/\/www.cnbc.com\/2026\/03\/26\/family-caregivers.html\">family caregivers<\/a> save more for <a href=\"https:\/\/www.cnbc.com\/2026\/04\/04\/401k-balances-retirement-planning-pitfalls.html\">retirement<\/a>.<\/p>\n<p>A <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/8274\" target=\"_blank\">bill<\/a> introduced in both the House and Senate last week would ease <a href=\"https:\/\/www.cnbc.com\/2025\/08\/25\/roth-401k-vs-roth-ira.html\">Roth IRA<\/a> contribution rules for caregivers. Another <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/8273\" target=\"_blank\">measure<\/a>, also proposed in both chambers, would allow caregivers of any age to make <a href=\"https:\/\/www.cnbc.com\/2025\/11\/13\/401-k-catch-up-contribution-limits-2026.html\">&#8220;catch-up&#8221; contributions<\/a> \u2014 extra amounts currently reserved for workers age 50 or older \u2014 to workplace retirement plans like <a href=\"https:\/\/www.cnbc.com\/2026\/03\/30\/401ks-alternative-investments.html\">401(k)s<\/a>. Family caregivers, who provide help to individuals with illness, disability or age-related needs, typically are unpaid and often have to scale back work hours or step away from their job altogether.<\/p>\n<p>&#8220;These two bipartisan bills would give these individuals a better opportunity to build a secure financial future and help ensure they are not penalized for the vital care they provide,&#8221; cosponsor of the bills, Sen. Susan Collins, R-Maine, said in a statement.<\/p>\n<\/div>\n<div class=\"group\">\n<div class=\"RelatedContent-relatedContent\" id=\"SpecialReportArticle-RelatedContent-1\">\n<div class=\"RelatedContent-container\">\n<div class=\"RelatedContent-nonCollapsibleContent\">\n<h2 id=\"more-from-women-and-wealth\" class=\"RelatedContent-header\">More from Women and Wealth:<\/h2>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>The House bills were referred to the Ways and Means Committee; the Senate bills were sent to the Finance Committee.<\/p>\n<\/div>\n<h2 id=\"family-caregivers-provide-about-1-trillion-in-care\" class=\"ArticleBody-subtitle\"><a id=\"headline0\"\/>Family caregivers provide about $1 trillion in care<\/h2>\n<div class=\"group\">\n<p>The new proposals are part of an ongoing effort by some lawmakers and policymakers to address the financial strain caregiving can place on individuals, including their ability to save for retirement.<\/p>\n<p>Family caregivers provided <a href=\"https:\/\/www.cnbc.com\/2026\/03\/26\/family-caregivers.html\">about $1 trillion in care in 2024<\/a>, nearly all of it unpaid, according to a recent report from the AARP Public Policy Institute, which conducts research and policy analysis. Among caregivers, 78% report out-of-pocket spending related to caregiving, with an average annual outlay of $7,242, according to a <a href=\"https:\/\/www.aarp.org\/pri\/topics\/ltss\/family-caregiving\/aarp-research-insights-caregiving\/?msockid=391ba50ec1cc657c2da2b3afc0fc6457\" target=\"_blank\">2021 AARP survey<\/a>.\u00a0<\/p>\n<p>Three in five caregivers are <a href=\"https:\/\/www.cnbc.com\/women-and-wealth\/\">women<\/a>, and, on average, they are 51 years old, according to a <a href=\"https:\/\/www.aarp.org\/content\/dam\/aarp\/ppi\/topics\/ltss\/family-caregiving\/caregiving-in-us-2025.doi.10.26419-2fppi.00373.001.pdf\" target=\"_blank\">2025 joint report<\/a> by AARP and the National Alliance for Caregiving, a nonprofit advocacy and research group focused on caregivers.<\/p>\n<\/div>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-107366377\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-107366377\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000329987\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" data-test=\"InlineVideo\">\n<div class=\"InlineVideo-wrapper\">\n<div class=\"InlineVideo-inlineThumbnailContainer\"><span class=\"InlineVideo-videoButton\"\/><span\/><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>Women tend to have less saved for retirement, overall. The average across all ages for the amount saved in a 401(k) is $126,971 for women and $171,859 for men, according to Vanguard&#8217;s <a href=\"https:\/\/workplace.vanguard.com\/content\/dam\/inst\/iig-transformation\/insights\/pdf\/2025\/has\/2025_How_America_Saves.pdf\" target=\"_blank\">2025 How America Saves<\/a> report.<\/p>\n<p>&#8220;Caregivers need all the help they can get,&#8221; said Cindy Hounsell, founder and president of the Women&#8217;s Institute for a Secure Retirement, a nonprofit focused on women&#8217;s long-term financial security that supports the new congressional bills.<\/p>\n<p>&#8220;A lot of times they have to leave their jobs to take care of parents, children or in-laws,&#8221; she said. &#8220;So [these bills] are a good thing and a step in the right direction.&#8221;<\/p>\n<p>The U.S. population is also aging, which generally translates into more people needing care. As people live longer and baby boomers reach retirement age in large numbers, the age 65-plus population reached 61.2 million in 2024, up 13% from 54.2 million in 2020, <a href=\"https:\/\/www.census.gov\/library\/stories\/2025\/06\/metro-areas-median-age.html\" target=\"_blank\">according to the Census Bureau<\/a>.\u00a0The U.S. is now in &#8220;<a href=\"https:\/\/www.cnbc.com\/2024\/02\/08\/baby-boomers-hit-peak-65-in-2024-why-retirement-age-is-in-question.html\">peak 65<\/a>,&#8221; when a record number of Americans are turning 65 each year.<\/p>\n<\/div>\n<h2 id=\"how-each-of-the-new-bills-would-work\" class=\"ArticleBody-subtitle\"><a id=\"headline1\"\/>How each of the new bills would work<\/h2>\n<div class=\"group\">\n<p>Each of the new bills makes changes to retirement account contribution rules for caregivers.<\/p>\n<p>The first measure, the <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/8274\" target=\"_blank\">Improving Retirement Security for Family Caregivers Act<\/a>, would allow qualifying caregivers to contribute up to the annual maximum allowed in a Roth individual retirement account even if their earned income that year is less. To qualify, the caregiver would need to provide 500 or more hours of caregiving a year and have less than 500 hours of paid work, according to the bill.<\/p>\n<p>Current law caps 2026 contributions to IRAs at $7,500 or annual income, whichever is lower. <\/p>\n<p>Caregivers may already have access to a similar benefit: If a caregiver is married and their spouse works, a <a href=\"https:\/\/www.cnbc.com\/2025\/03\/07\/spousal-iras-save-for-retirement.html\">spousal IRA<\/a> can be a way to save for retirement. This option allows a working spouse to contribute to an IRA on behalf of the nonworking spouse, as long as the couple files a joint tax return and has enough earned income to cover the contributions.<\/p>\n<p>The new bill is &#8220;similar in spirit to a spousal IRA, but broader and more flexible \u2014 especially for caregivers who may not neatly fit into existing rules,&#8221; said Paul Richman, chief government and political affairs officer for the Insured Retirement Institute, a trade organization representing financial firms. The group supports the bills.<\/p>\n<\/div>\n<div class=\"group\">\n<p>The second bill, <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/8273\" target=\"_blank\">the Catching Up Family Caregivers Act<\/a>, would allow individuals to make &#8220;catch-up&#8221; contributions at the highest rate available to currently qualifying individuals. Under existing law, the standard contribution limit for 401(k)s is $24,500 for 2026. But if you&#8217;re at least age 50, you can put in an extra $8,000 for this year \u2014 and that amount is $11,250 if you are ages 60 to 63.\u00a0<\/p>\n<p>The congressional measure would allow caregivers, once they return to the workforce, to save the top extra limit, currently $11,250, on top of the standard limit, no matter their age, for an additional five years.<\/p>\n<p>There are also other bills already pending in Congress that aim to help caregivers. The bipartisan <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/2036\" target=\"_blank\">Credit for Caring Act<\/a>, which is in both chambers, would provide a $5,000 tax credit to working caregivers.<\/p>\n<p>The <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/138\" target=\"_blank\">Lowering Costs for Caregivers Act<\/a>, also bipartisan and bicameral, would let caregivers use their health savings account or flexible spending account to pay for their parents&#8217; or in-laws&#8217; medical expenses.
