Clary | Afp | Getty Images<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>More than <a href=\"https:\/\/www.ssa.gov\/policy\/docs\/quickfacts\/stat_snapshot\/\" target=\"_blank\">70 million<\/a> Americans \u2014 including retirees, disabled individuals and families \u2014 rely on <a href=\"https:\/\/www.cnbc.com\/2026\/03\/20\/social-security-benefits-trust-fund.html\">Social Security<\/a> benefits for monthly income.<\/p>\n<p>It&#8217;s &#8220;one of the most effective poverty-prevention programs in history,&#8221; BlackRock CEO Larry Fink wrote in his <a href=\"https:\/\/www.blackrock.com\/corporate\/investor-relations\/larry-fink-annual-chairmans-letter\" target=\"_blank\">annual chairman&#8217;s letter<\/a> to investors, released Monday. Social Security keeps an estimated 29 million Americans out of poverty each year, Fink wrote, citing Census data.<\/p>\n<p>Even with that &#8220;extraordinary achievement,&#8221; the <a href=\"https:\/\/www.cnbc.com\/2025\/08\/14\/social-security-90-anniversary-future-changes.html\">90-year old program<\/a> could be improved, according to Fink.<\/p>\n<p>&#8220;The issue is: Social Security provides stability, but it doesn&#8217;t allow most Americans to build wealth in a way that grows with their country,&#8221; Fink wrote.<\/p>\n<\/div>\n<h2 id=\"fink-has-called-for-investing-on-behalf-of-social-security\" class=\"ArticleBody-subtitle\"><a id=\"headline0\"\/>Fink has called for investing on behalf of Social Security<\/h2>\n<div class=\"group\">\n<p>As a pay-as-you-go program, Social Security is largely <a href=\"https:\/\/www.cnbc.com\/2026\/03\/09\/million-dollar-earners-social-security-2026.html\">funded by payroll taxes<\/a>. Both employers and employees contribute 6.2% toward the program, while self-employed individuals pay 12.4% on earnings up to $184,500 in 2026. <\/p>\n<p>Money not immediately used to pay benefits is deposited into Social Security&#8217;s trust funds, which are invested in U.S. Treasury bonds. <\/p>\n<p>The combined retirement and disability trust funds earned a <a href=\"https:\/\/www.ssa.gov\/oact\/progdata\/effectiveRates.html\" target=\"_blank\">2.6% annual effective interest rate<\/a> in 2025, according to Social Security Administration data.<strong> <\/strong><\/p>\n<p>Meanwhile, the stock market saw substantial gains last year, with the S&amp;P 500 <a href=\"https:\/\/www.cnbc.com\/2025\/12\/30\/stock-market-today-live-updates.html\">up about 16%<\/a>. A 60\/40 portfolio of stocks and bonds was <a href=\"https:\/\/www.morningstar.com\/markets\/markets-brief-solid-year-bonds-6040-portfolios-too\" target=\"_blank\">up nearly 15%<\/a> for 2025, based on the performance of the Morningstar US Moderate Target Allocation Index.<\/p>\n<\/div>\n<div class=\"group\">\n<div class=\"RelatedContent-relatedContent\" id=\"RegularArticle-RelatedContent-1\">\n<div class=\"RelatedContent-container\">\n<div class=\"RelatedContent-nonCollapsibleContent\">\n<h2 id=\"read-more-cnbc-personal-finance-coverage\" class=\"RelatedContent-header\">Read more CNBC personal finance coverage<\/h2>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>In his letter, Fink questioned whether Social Security&#8217;s assets should be allowed to grow with the broader economy. Doing so could generate higher returns, helping to repair the program&#8217;s financial shortfall without changes to benefits.<\/p>\n<p>&#8220;Could a portion of the system be invested more like other long-term pension plans \u2014 carefully, broadly, and over decades \u2014 while ensuring the program remains a strong safety net?&#8221; Fink wrote.<\/p>\n<p>It&#8217;s not the first time Fink has raised the idea. At BlackRock&#8217;s March 2025 retirement summit, Fink likewise <a href=\"https:\/\/www.cnbc.com\/2025\/03\/13\/as-social-security-faces-an-uncertain-future-some-say-it-should-be-privatized.html\">called for more aggressive investing<\/a> on behalf of Social Security.<\/p>\n<p>Fink said at the time that he would not use the term &#8220;privatization&#8221; to describe those efforts, and reiterated that in his new letter.<\/p>\n<p>&#8220;This would not mean privatizing Social Security or putting it all into the stock market,&#8221; Fink wrote. &#8220;It would mean introducing a measure of diversification&#8221; that would be similar to the federal Thrift Savings Plans, which allow participants to select from a <a href=\"https:\/\/www.tsp.gov\/investment-options\" target=\"_blank\">menu of investment choices<\/a>.<\/p>\n<\/div>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-108188115\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-108188115\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000387129\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" data-test=\"InlineVideo\">\n<div class=\"InlineVideo-wrapper\">\n<div class=\"InlineVideo-inlineThumbnailContainer\"><span class=\"InlineVideo-videoButton\"\/><span\/><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>Some critics have said such a move would be privatizing the program, allowing private investment firms to help manage the public program&#8217;s assets. <\/p>\n<p>While private firms may help provide returns that better reflect the market, it could also put the funds at higher risk for losses and poor performance, Rep. John Larson, D-Conn., told CNBC.com in a <a href=\"https:\/\/www.cnbc.com\/2025\/03\/13\/as-social-security-faces-an-uncertain-future-some-say-it-should-be-privatized.html\">March 2025 interview<\/a>. <\/p>\n<p>Social Security has never missed a payment, even during steep market drops that hurt 401(k) balances, as in the 2008 financial crisis, Larson said.<\/p>\n<\/div>\n<div class=\"group\">\n<p>However, other lawmakers \u2014 Sens. Bill Cassidy, R-La., and Tim Kaine, D-Va. \u2014 have proposed <a href=\"https:\/\/www.cnbc.com\/2025\/08\/14\/social-security-90-anniversary-future-changes.html\">creating a new $1.5 trillion fund<\/a> that would be invested in stocks and bonds. The strategy would complement, rather than replace, Social Security&#8217;s existing trust funds. The returns earned by the new fund could help cover Social Security&#8217;s trust fund shortfall without changing benefits, Fink wrote.<\/p>\n<p>In an October <a href=\"https:\/\/crr.bc.edu\/cassidy-kaine-proposal-to-borrow-for-new-trust-fund-is-a-bad-idea\/\" target=\"_blank\">briefing<\/a>, Alicia Munnell, senior advisor at the Center for Retirement Research at Boston College, called the Cassidy-Kaine plan &#8220;a huge and risky financial maneuver with very little payoff.&#8221; The returns would be limited by the cost of borrowing, according to Munnell, and would divert Congress&#8217; attention from addressing the imbalance between Social Security&#8217;s trust fund reserves and benefit payments.<\/p>\n<\/div>\n<h2 id=\"the-cost-of-waiting-is-only-getting-higher\" class=\"ArticleBody-subtitle\"><a id=\"headline1\"\/>&#8216;The cost of waiting is only getting higher&#8217;<\/h2>\n<div class=\"group\">\n<p>Social Security&#8217;s trust fund devoted to retirement benefits may run out in 2032, according to the latest projections from the Social Security Administration.
