It\u2019s a dynamic that experts say could pose a threat to the Republican majority in Congress during this year\u2019s midterm elections, in which affordability is <a href=\"https:\/\/www.cnbc.com\/2025\/12\/24\/affordability-is-a-buzzword-right-now-these-charts-show-why.html\">expected to be a key focus<\/a> for voters. <\/p>\n<p>Two out of 3 Americans surveyed, 66%, are worried about <a href=\"https:\/\/www.cnbc.com\/2025\/12\/12\/aca-enhanced-subsidies-democrats-republicans-health-care-plan.html\">paying for health care<\/a> \u2014 more than other household necessities such as utilities, food and groceries, housing and rent, and gasoline and transportation, according to a <a href=\"https:\/\/www.kff.org\/public-opinion\/kff-health-tracking-poll-health-care-costs-expiring-aca-tax-credits-and-the-2026-midterms\/#73627594-4a88-4443-ad6f-c0562a43920d\" target=\"_blank\">poll<\/a> published Thursday by KFF, a nonpartisan health policy research group. <\/p>\n<p>Health care includes the cost of health insurance and out-of-pocket expenses for office visits and prescription drugs, for example, according to KFF. <\/p>\n<p>Among those concerned about health costs, 32% said they are \u201cvery worried\u201d and 34% are \u201csomewhat worried.\u201d KFF surveyed 1,426 U.S. adults earlier this month.<\/p>\n<p>\u201cThis could very well be the No. 1 issue for Americans at the polls in November,\u201d said Nick Fabrizio, a health policy expert and associate teaching professor at Cornell University.<\/p>\n<\/div>\n<h2 id=\"health-care-perceptions-come-as-aca-subsidies-expire\" class=\"ArticleBody-subtitle\"><a id=\"headline0\"\/>Health care perceptions come as ACA subsidies expire<\/h2>\n<div class=\"group\">\n<p>KFF conducted its poll from Jan. 13 to Jan. 20, just weeks after the <a href=\"https:\/\/www.cnbc.com\/2026\/01\/13\/enhanced-aca-subsidies-lapse-uninsured.html\">expiration of enhanced federal premium subsidies<\/a> for health insurance purchased on the Affordable Care Act marketplace. <\/p>\n<p>About 22 million people \u2014 over 90% of ACA enrollees \u2014 received those enhanced subsidies in 2025. KFF estimates the average recipient will see their insurance premiums <a href=\"https:\/\/www.cnbc.com\/2026\/01\/23\/aca-subsidies-state-premium-tax-credits.html\">more than double this year as a result<\/a>, to $1,904 per month from $888.<\/p>\n<p>Democrats have pushed to extend the subsidies, but a majority of Republicans in Congress have so far stymied those efforts. <\/p>\n<\/div>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-108241705\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-108241705\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000398316\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" data-test=\"InlineVideo\">\n<div class=\"InlineVideo-wrapper\">\n<div class=\"InlineVideo-inlineThumbnailContainer\"><span class=\"InlineVideo-videoButton\"\/><span\/><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>Health care typically ranks as a \u201csecond-tier election issue\u201d in KFF\u2019s regular polling, said Shannon Schumacher, a senior survey analyst.<\/p>\n<p>But not this year, she said. <\/p>\n<p>One likely reason: Most adults said their health-care costs have risen in the past year, including a \u201csubstantial share\u201d \u2014 over 20% \u2014 who said their health costs have grown at a faster rate than other expenses like utilities or food, KFF found. <\/p>\n<\/div>\n<div class=\"group\">\n<div class=\"RelatedContent-relatedContent\" id=\"RegularArticle-RelatedContent-1\">\n<div class=\"RelatedContent-container\">\n<div class=\"RelatedContent-nonCollapsibleContent\">\n<h2 id=\"read-more-cnbc-personal-finance-coverage\" class=\"RelatedContent-header\">Read more CNBC personal finance coverage<\/h2>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>Majorities of people with employer-sponsored health insurance, Medicare and those who self-purchase their insurance, most of whom buy coverage on the ACA marketplace, report rising health costs over the past year, the poll found.<\/p>\n<p>\u201cHealth care has always been top of mind and a top-five issue for Americans for the past 20 years,\u201d Fabrizio said. \u201cIt only makes sense that concerns would rise to the top now, with all the attention to overall rising [health-care] cost.\u201d<\/p>\n<\/div>\n<h2 id=\"cost-concerns-cross-party-lines\" class=\"ArticleBody-subtitle\"><a id=\"headline1\"\/>Cost concerns cross party lines<\/h2>\n<div class=\"group\">\n<p>Perceptions about health-care affordability are largely consistent regardless of surveyed voters\u2019 party affiliation, Schumacher said.<\/p>\n<p>For example, 57% of people surveyed who identify as Republicans said they were worried about affording health-care costs, compared with 68% of independents and 71% of Democrats, according to KFF.<\/p>\n<p>\u201cWhat\u2019s striking to me is that health-care costs are the top economic concern for everyone, whether Democrats, independents or Republicans,\u201d Schumacher said. <\/p>\n<\/div>\n<div class=\"group\">\n<p>The issue is shaping up to be a key factor in November\u2019s midterm elections, experts said.<\/p>\n<p>Republicans currently have a trifecta in the federal government, controlling the House of Representatives, Senate and White House. However, Republicans have a razor-thin majority in the House. <\/p>\n<p>More than 4 in 10 voters<strong> <\/strong>surveyed \u2014 43% \u2014 said the cost of health care will have a major impact on which candidate they support in the midterms, according to KFF. <\/p>\n<\/div>\n<h2 id=\"democrats-have-advantage-on-most-health-cost-issues\" class=\"ArticleBody-subtitle\"><a id=\"headline2\"\/>Democrats have \u2018advantage\u2019 on most health cost issues<\/h2>\n<div class=\"InlineImage-imageEmbed\" id=\"ArticleBody-InlineImage-108245595\" data-test=\"InlineImage\">\n<div class=\"InlineImage-wrapper\">\n<div>\n<p>The U.S. Capitol at sunset in Washington, D.C., U.S. December 23, 2025. <\/p>\n<p>Tyrone Siu | Reuters<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>Democrats currently \u201chave the advantage over Republicans\u201d on health-care cost issues, Schumacher said. <\/p>\n<p>They have a double-digit edge over the Republicans regarding who voters said they trust on determining the future of Medicaid (43% vs. 25%), addressing the future of the ACA (42% vs. 26%), determining the future of Medicare (40% vs. 26%) and addressing the cost of health care (40% vs. 27%), according to the KFF survey.<\/p>\n<p>They\u2019re more split on which party would better address the cost of prescription drugs, however, an issue President <a href=\"https:\/\/www.cnbc.com\/donald-trump\/\">Donald Trump<\/a> <a href=\"https:\/\/www.cnbc.com\/2025\/12\/19\/nine-pharma-companies-ink-deals-with-trump-to-lower-drug-prices.html\">has focused on during his second term<\/a>, it said. <\/p>\n<p>Importantly, while surveyed independents, a key voting bloc, said they generally trust Democrats more on most health-care issues, \u201csizeable shares of independent voters (between about one-third and four in ten) said they trust \u2018neither\u2019 party,\u201d according to KFF\u2019s survey analysis.<\/p>\n<p>\u201cThis is still an issue that could be a battleground issue among independent voters,\u201d Schumacher said.<\/p>\n<\/div>\n<\/div>\n\n<br \/><a href=\"https:\/\/www.cnbc.com\/2026\/01\/30\/as-aca-subsidies-expire-voters-cite-health-costs-as-major-worry.html\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"The US Capitol in Washington, DC, US, on Tuesday, Jan. 27, 2026.
