While the funding is higher than <a href=\"https:\/\/appropriations.house.gov\/news\/press-releases\/committee-approves-fy26-financial-services-and-general-government\" target=\"_blank\">earlier proposals<\/a>, the cuts may still create challenges for the agency, experts say.\u00a0\u00a0<\/p>\n<p>The <a href=\"https:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/fy26_fsgg_bill_summary.pdf\" target=\"_blank\">appropriations agreement<\/a> would allocate $11.2 billion for the IRS for the remainder of the 2026 fiscal year, which is about 9% lower than the agency&#8217;s 2025 budget of $12.3 billion. The bill &#8220;restrains the IRS, while investing in taxpayer services,&#8221; Republican lawmakers <a href=\"https:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/fy26_fsgg_bill_summary.pdf\" target=\"_blank\">said in a summary<\/a>.\u00a0<\/p>\n<p>The House could vote on the bill Wednesday. Meanwhile, a House Appropriations Committee bill approved in September would have slashed the <a href=\"https:\/\/appropriations.house.gov\/news\/press-releases\/committee-approves-fy26-financial-services-and-general-government\" target=\"_blank\">agency&#8217;s budget by 23%<\/a> from current spending.<\/p>\n<\/div>\n<h2 id=\"smaller-irs-workforce-for-2026-season\" class=\"ArticleBody-subtitle\"><a id=\"headline0\"\/>Smaller IRS workforce for 2026 season \u00a0<\/h2>\n<div class=\"group\">\n<p>The proposed budget comes as the IRS prepares for the <a href=\"https:\/\/www.cnbc.com\/2026\/01\/08\/irs-accepting-tax-returns.html\">opening of tax season<\/a> on Jan. 26. The agency expects about 164 million individual\u00a0returns in 2026, and many will be impacted by tax changes enacted via President <a href=\"https:\/\/www.cnbc.com\/donald-trump\/\">Donald Trump<\/a>&#8216;s <a href=\"https:\/\/www.cnbc.com\/2025\/07\/03\/trump-big-beautiful-bill-tax-changes.html\">&#8220;big beautiful bill.&#8221;<\/a> <\/p>\n<p>A group of senators led by Elizabeth Warren, D-Mass., and Angus King, I-Maine, in December <a href=\"https:\/\/www.warren.senate.gov\/imo\/media\/doc\/warren_king_letter_to_irs_on_filing_season.pdf\" target=\"_blank\">expressed &#8220;serious concerns&#8221;<\/a> about the agency&#8217;s readiness for the upcoming filing season after <a href=\"https:\/\/www.cnbc.com\/2025\/02\/21\/irs-layoffs-impact-your-tax-refund.html\">staffing cuts <\/a>from\u00a0<a href=\"https:\/\/www.cnbc.com\/elon-musk\/\">Elon Musk<\/a>&#8216;s so-called Department of Government Efficiency, or DOGE, and other reductions in 2025.<\/p>\n<\/div>\n<div class=\"group\">\n<p>The workforce cuts \u2014 which included <a href=\"https:\/\/www.tigta.gov\/sites\/default\/files\/reports\/2025-09\/2025400048fr.pdf\" target=\"_blank\">17% to 19% of &#8220;key IRS functions&#8221;<\/a> for the filing season \u2014 could impact processing and customer service in 2026, according to a September report from the Treasury Inspector General for Tax Administration, an independent federal agency. <\/p>\n<p>During an American Institute of Certified Public Accountants <a href=\"https:\/\/www.youtube.com\/watch?v=FLne-twTQhY\" target=\"_blank\">town hall<\/a> on Jan. 8, former Deputy Secretary of Treasury Michael Faulkender said, &#8220;the DOGE team did good work despite their inability to really explain it to the American people or Congress.&#8221;  <\/p>\n<p>Faulkender, who served as Acting IRS Commissioner from April 19 to June 16, 2025, said the team&#8217;s updates will provide an &#8220;enormous change&#8221; for how quickly customer service agents can access information and the <a href=\"https:\/\/www.cnbc.com\/2026\/01\/12\/irs-online-account.html\">self-service platforms<\/a> available via IRS.gov.  <\/p>\n<\/div>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-108250491\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-108250491\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000400386\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" data-test=\"InlineVideo\">\n<div class=\"InlineVideo-wrapper\">\n<div class=\"InlineVideo-inlineThumbnailContainer\"><span class=\"InlineVideo-videoButton\"\/><span\/><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<h2 id=\"the-impact-of-irs-budget-cuts\" class=\"ArticleBody-subtitle\"><a id=\"headline1\"\/>The impact of IRS budget cuts <\/h2>\n<div class=\"group\">\n<p>While the proposed IRS budget includes more modest cuts than expected, the shortfall could still harm the agency, according to some experts. <\/p>\n<p>&#8220;The agreement&#8217;s record cuts to the IRS&#8217;s inadequate base budget are yet another blow to a tax system that has already been deeply wounded over the last year,&#8221; Chye-Ching Huang, executive director of the Tax Law Center at New York University School of Law, <a href=\"https:\/\/taxlawcenter.org\/blog\/cuts-to-irs-budget-base-fy2026-appropriations\" target=\"_blank\">said in a statement<\/a> this week.\u00a0<\/p>\n<p>IRS CEO Frank Bisignano <a href=\"https:\/\/www.irs.gov\/newsroom\/irs-announces-first-day-of-2026-filing-season-online-tools-and-resources-help-with-tax-filing\" target=\"_blank\">said in a news release<\/a> on Jan. 8 that &#8220;the Internal Revenue Service is ready to help taxpayers meet their tax filing and payment obligations during the 2026 filing season.&#8221; <\/p>\n<p>&#8220;IRS information systems have been updated to incorporate the new tax laws and are ready to efficiently and effectively process taxpayer returns during the filing season,&#8221; he said.<\/p>\n<\/div>\n<\/div>\n\n<br \/><a href=\"https:\/\/www.cnbc.com\/2026\/01\/14\/irs-budget-cut-2026.html\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"People exit the the U.S. Internal Revenue Service (IRS) building in Washington, D.C., on Feb. 20, 2025.
