{"id":39574,"date":"2025-12-26T19:04:44","date_gmt":"2025-12-26T19:04:44","guid":{"rendered":"https:\/\/financialrush.com\/?p=39574"},"modified":"2025-12-26T19:04:44","modified_gmt":"2025-12-26T19:04:44","slug":"trump-officials-reject-over-300000-student-loan-borrower-idr-applications","status":"publish","type":"post","link":"https:\/\/financialrush.com\/?p=39574","title":{"rendered":"Trump officials reject over 300,000 student loan borrower IDR applications"},"content":{"rendered":"<p> \n<\/p>\n<div id=\"RegularArticle-ArticleBody-5\" data-module=\"ArticleBody\" data-test=\"articleBody-2\" data-analytics=\"RegularArticle-articleBody-5-2\"><span class=\"HighlightShare-hidden\" style=\"top:0;left:0\"\/><\/p>\n<div class=\"InlineImage-imageEmbed\" id=\"ArticleBody-InlineImage-108245163\" data-test=\"InlineImage\">\n<div class=\"InlineImage-wrapper\">\n<div>\n<p>Mixmike | E+ | Getty Images<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>Many <a href=\"https:\/\/www.cnbc.com\/student-loans\/\">student loan borrowers<\/a> have hit a repayment obstacle: The U.S. Department of Education denied their application to switch into a new payment plan.<\/p>\n<p>The department rejected 327,955 borrower requests to be enrolled in an <a href=\"https:\/\/www.cnbc.com\/2025\/12\/14\/student-loan-borrowers-forgiveness-idr-plans.html\">income-driven repayment plan<\/a> in August alone, according to <a href=\"https:\/\/www.courtlistener.com\/docket\/69753739\/58\/american-federation-of-teachers-v-us-department-of-education\/\" target=\"_blank\">a Dec. 15 court filing<\/a>. <\/p>\n<p>The denials mean many of these borrowers may remain stuck in their prior repayment plan with a higher monthly payment, or in an interest-accruing forbearance. As of the end of November, another 802,730 IDR plan applications <a href=\"https:\/\/www.cnbc.com\/2025\/12\/16\/trump-student-loan-forgiveness-backlog.html\">remain pending<\/a> with the Education Department. <\/p>\n<p>Millions of student loan holders rely on IDR plans to afford their payments and eventually, to emerge from their debt. The plans cap borrowers\u2019 monthly bills at a share of their discretionary income, and lead to debt cancellation after a certain period, typically 20 years or 25 years. Those pursuing the popular <a href=\"https:\/\/www.cnbc.com\/2025\/07\/30\/public-service-loan-forgiveness-pslf-becomes-harder-for-borrowers.html\">Public Service Loan Forgiveness<\/a> program, which leads to debt erasure for public servants after a decade, also typically need to be enrolled in an IDR plan. <\/p>\n<p>Consumer advocates said they were alarmed by the number of denials.<\/p>\n<p>\u201cThis could cause further delays \u2014 losing out on qualifying months for Public Service Loan Forgiveness and IDR cancellation \u2014 and many of these borrowers will wind up paying a higher amount each month,\u201d said Persis Yu, deputy executive director and managing counsel at Protect Borrowers. <\/p>\n<p>More than 42 million Americans hold student loans, and the outstanding debt exceeds\u00a0<a href=\"https:\/\/www.congress.gov\/crs-product\/IF10158#:~:text=Nearly%2043%20million%20individuals%E2%80%94one,portfolio%20now%20exceeds%20%241.6%20trillion.\" target=\"_blank\">$1.6 trillion<\/a>.<\/p>\n<p>The Education Department did not respond to a request for comment. <\/p>\n<\/div>\n<div class=\"group\">\n<div class=\"RelatedContent-relatedContent\" id=\"RegularArticle-RelatedContent-1\">\n<div class=\"RelatedContent-container\">\n<div class=\"RelatedContent-nonCollapsibleContent\">\n<h2 id=\"read-more-cnbc-personal-finance-coverage\" class=\"RelatedContent-header\">Read more CNBC personal finance coverage<\/h2>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>As part of <a href=\"https:\/\/www.cnbc.com\/2025\/10\/19\/trump-student-loan-forgiveness.html\">a settlement<\/a> between the American Federation of Teachers and the Trump administration, the Education Department has been required to provide status reports on its progress on a backlog of hundreds of thousands of IDR plan applications from student loan borrowers. <\/p>\n<p>The teacher\u2019s union, which represents nearly 2 million members, filed a lawsuit against the administration in March, accusing it of depriving student loan borrowers of their rights. Protect Borrowers served as AFT\u2019s legal counsel.<\/p>\n<p>Here\u2019s what to know about the recent IDR plan application denials \u2014 and what to do next if it happened to you. <\/p>\n<\/div>\n<h2 id=\"why-some-idr-applications-were-rejected\" class=\"ArticleBody-subtitle\"><a id=\"headline0\"\/>Why some IDR applications were rejected <\/h2>\n<div class=\"group\">\n<p>The Education Department said in the court filing that it rejected the hundreds of thousands of IDR applications because of an \u201c<a href=\"https:\/\/www.courtlistener.com\/docket\/69753739\/58\/american-federation-of-teachers-v-us-department-of-education\/\" target=\"_blank\">unforeseen ambiguity<\/a>\u201d about which repayment plan the borrowers should have been enrolled in.  <\/p>\n<p>These federal student loan holders had requested to be put in the plan with \u201cthe lowest monthly payment,\u201d according to the filing. But Trump officials said two plans result in an equal monthly bill. <\/p>\n<p>\u201cIn response, ED opted to procedurally deny such applications,\u201d the agency said in the court document.<\/p>\n<\/div>\n<div class=\"group\">\n<p>Yu said the Trump administration\u2019s reasoning did not follow established guidelines. <\/p>\n<p>\u201cThe IDR application anticipated two possible repayment plans with equal payment amounts and provided a plan for such a case,\u201d Yu said. In these situations, there is a ranking of IDR plans the Education Department is supposed to follow, she added. <\/p>\n<p>Higher education expert Mark Kantrowitz also said he questioned the Trump officials\u2019 explanation. <\/p>\n<p>\u201cThe U.S. Department of Education\u2019s justification for rejecting these borrowers is weak,\u201d Kantrowitz said. <\/p>\n<\/div>\n<h2 id=\"what-borrowers-should-do-next\" class=\"ArticleBody-subtitle\"><a id=\"headline1\"\/>What borrowers should do next <\/h2>\n<div class=\"group\">\n<p>The difficulty accessing an affordable student loan repayment plan comes at an already trying time for borrowers. More than 5 million student loan holders are currently in default, and that total could swell to roughly 10 million borrowers soon, the Education Department\u00a0<a href=\"https:\/\/www.ed.gov\/about\/news\/press-release\/us-department-of-education-begin-federal-student-loan-collections-other-actions-help-borrowers-get-back-repayment\" target=\"_blank\">said<\/a>\u00a0earlier this year.<\/p>\n<p>The Education Department confirmed to CNBC on Tuesday that it will begin <a href=\"https:\/\/www.cnbc.com\/2025\/12\/23\/student-loan-borrowers-wage-garnishment.html\">garnishing<\/a> the wages of borrowers in default on student loans in early January. <\/p>\n<\/div>\n<blockquote data-test=\"Pullquote\">\n<div class=\"Pullquote-pullquote\" style=\"border-top-color:#002f6c\">\n<div>\n<p>The U.S. Department of Education\u2019s justification for rejecting these borrowers is weak.<\/p>\n<div class=\"Pullquote-sourceWrapper\">\n<p>Mark Kantrowitz <\/p>\n<p>higher education expert<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/blockquote>\n<div class=\"group\">\n<p>If your application for an IDR plan was rejected, file a new request as soon as possible, said Kantrowitz.<\/p>\n<p>Borrowers should select a specific plan on their application, \u201cpartly because the borrower should make an informed decision,\u201d Kantrowitz said, and also because of the recent denials related to ambiguity over which plan has the lowest monthly payment. <\/p>\n<p>The Biden administration\u2019s Saving on a Valuable Education, or SAVE, plan is now defunct, after a court blocked the program. And President Donald Trump\u2019s \u201cbig beautiful bill\u201d phases out some other IDR plans.<\/p>\n<p>As a result, the best current option for many borrowers is the\u00a0<a href=\"https:\/\/studentaid.gov\/help-center\/answers\/article\/ibr-plan\" target=\"_blank\">Income-Based Repayment<\/a>\u00a0plan, or IBR, Kantrowitz said.
