{"id":37006,"date":"2025-10-19T11:32:28","date_gmt":"2025-10-19T11:32:28","guid":{"rendered":"https:\/\/financialrush.com\/?p=37006"},"modified":"2025-10-19T11:32:28","modified_gmt":"2025-10-19T11:32:28","slug":"what-to-consider-during-government-shutdown","status":"publish","type":"post","link":"https:\/\/financialrush.com\/?p=37006","title":{"rendered":"What to consider during government shutdown"},"content":{"rendered":"<p> \n<\/p>\n<div id=\"SpecialReportArticle-ArticleBody-6\" data-module=\"ArticleBody\" data-test=\"articleBody-2\" data-analytics=\"SpecialReportArticle-articleBody-6-2\"><span class=\"HighlightShare-hidden\" style=\"top:0;left:0\"\/><\/p>\n<div class=\"InlineImage-imageEmbed\" id=\"ArticleBody-InlineImage-108027864\" data-test=\"InlineImage\">\n<div class=\"InlineImage-wrapper\">\n<div>\n<p>Morsa Images | Digitalvision | Getty Images<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p><a href=\"https:\/\/www.cnbc.com\/medicare\/\">Medicare<\/a> open enrollment kicked off on Oct. 15, with one notable difference for <a href=\"https:\/\/www.cnbc.com\/retirement\/\">beneficiaries<\/a> who are considering updating their health insurance plans \u2014 the federal government has been <a href=\"https:\/\/www.cnbc.com\/government-shutdown\/\">shut down<\/a> since Oct. 1.<\/p>\n<p>Updates related to Medicare <a href=\"https:\/\/www.medicare.gov\/health-drug-plans\/open-enrollment\" target=\"_blank\">open enrollment<\/a> \u2014 which runs through Dec. 7 \u2014 will continue during the government shutdown, according to the Centers for Medicare and Medicaid Services.<\/p>\n<p>Because the federal shutdown may affect timely access to information, Philip Moeller, author of \u201cGet What\u2019s Yours for Medicare: Maximize Your Coverage, Minimize Your Costs,\u201d suggests holding off on finalizing coverage decisions for 2026 until the government reopens.<\/p>\n<p>\u201cI\u2019m advising people pretty strongly to wait to make their decision about next year\u2019s coverage,\u201d Moeller said.<\/p>\n<\/div>\n<div class=\"group\">\n<div class=\"RelatedContent-relatedContent\" id=\"SpecialReportArticle-RelatedContent-1\">\n<div class=\"RelatedContent-container\">\n<div class=\"RelatedContent-nonCollapsibleContent\">\n<h2 id=\"more-from-fixed-income-strategies\" class=\"RelatedContent-header\">More from Fixed Income Strategies:<\/h2>\n<div class=\"group\">\n<p><em>Stories for investors who are retired or are approaching retirement, and are interested in creating and managing a steady stream of income:<\/em><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>Even a change made on the last day of open enrollment will be effective starting Jan. 1, Moeller said.<\/p>\n<p>\u201cThere should be no rush to make a decision,\u201d he said.<\/p>\n<\/div>\n<h2 id=\"how-medicare-open-enrollment-works\" class=\"ArticleBody-subtitle\"><a id=\"headline0\"\/>How Medicare open enrollment works<\/h2>\n<div class=\"group\">\n<p>Now through Dec. 7, Medicare beneficiaries can make changes to their coverage. Those options vary depending on your current enrollment \u2014 whether you have original Medicare, which typically includes Part A hospital insurance and Part B medical insurance, or Medicare Advantage, which are private plans approved by Medicare.<\/p>\n<p>During this time, beneficiaries may switch from original Medicare to Medicare Advantage or vice versa, change Medicare Advantage plans or \u2014 provided they have original Medicare \u2014 find new Medicare Part D prescription coverage.<\/p>\n<\/div>\n<blockquote data-test=\"Pullquote\">\n<div class=\"Pullquote-pullquote\" style=\"border-top-color:#002f6c\">\n<div>\n<p>It always pays to shop because you just don\u2019t know what you might be leaving on the table. Maybe your current plan is no longer going to offer you the best coverage at the lowest cost.<\/p>\n<div class=\"Pullquote-sourceWrapper\">\n<p>Juliette Cubanski<\/p>\n<p>deputy director of KFF\u2019s program on Medicare policy<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/blockquote>\n<div class=\"group\">\n<p>Medicare beneficiaries may be tempted to set-it-and-forget-it when it comes to their existing plans. But it\u2019s wise to evaluate how much coverage may change in the coming year, particularly regarding preferred doctors or necessary medications, that could affect out-of-pocket costs, according to Juliette Cubanski, deputy director of KFF\u2019s program on Medicare policy.<\/p>\n<p>Out-of-pocket health care spending by Medicare beneficiaries represented 39% of Social Security income per person on average in 2022, recent <a href=\"https:\/\/www.kff.org\/medicare\/health-costs-consume-a-large-portion-of-income-for-millions-of-people-with-medicare\" target=\"_blank\">KFF research<\/a> found.<\/p>\n<p>\u201cOpen enrollment offers people an opportunity to evaluate the coverage that they currently have and other options in their area to see if they might be able to get a better deal,\u201d Cubanski said.<\/p>\n<p>While some Medicare carriers are expanding in certain markets, others are pulling back or even leaving selected areas, according to Moeller. \u201cIt\u2019s particularly important for people to do their homework this year,\u201d he said.<\/p>\n<\/div>\n<h2 id=\"government-shutdown-may-affect-access-to-information\" class=\"ArticleBody-subtitle\"><a id=\"headline1\"\/>Government shutdown may affect access to information<\/h2>\n<div class=\"group\">\n<p>The federal government shutdown may not affect Medicare open enrollment in a \u201cbig way,\u201d according to Cubanski.<\/p>\n<p>People who try to contact 1-800-Medicare for help sorting through their coverage options may experience some delays, Cubanski said.<\/p>\n<p>Other resources are still open for business, like Medicare\u2019s <a href=\"https:\/\/www.medicare.gov\/plan-compare\/#\/?year=2025&lang=en\" target=\"_blank\">Plan Finder<\/a> portal, Medicare Advantage or drug plans and Medigap carriers, she said.<\/p>\n<\/div>\n<blockquote data-test=\"Pullquote\">\n<div class=\"Pullquote-pullquote\" style=\"border-top-color:#002f6c\">\n<div>\n<p>I\u2019m advising people pretty strongly to wait to make their decision about next year\u2019s coverage.<\/p>\n<div class=\"Pullquote-sourceWrapper\">\n<p>Philip Moeller<\/p>\n<p>author of \u201cGet What\u2019s Yours for Medicare\u201d<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/blockquote>\n<div class=\"group\">\n<p>However, the shutdown may make it more difficult to get specific answers to questions on information in the Plan Finder, Moeller said. Staffing shortages may prompt delays when using the 800 Medicare number, he said.<\/p>\n<p>\u201cMission-critical activities and updates related to Medicare Open Enrollment will continue during the government shutdown,\u201d states the Medicare.gov website, which is run by the Centers for Medicare and Medicaid Services. The agency did not return a request for further comment by press time on how the shutdown may impact open enrollment.<\/p>\n<p>Because of those possible information constraints, Moeller said he has urged people to wait to make their decisions about next year\u2019s coverage.<\/p>\n<\/div>\n<h2 id=\"tradeoffs-between-medicare-original-and-advantage\" class=\"ArticleBody-subtitle\"><a id=\"headline2\"\/>Tradeoffs between Medicare original and Advantage<\/h2>\n<div class=\"group\">\n<p>As Medicare beneficiaries consider whether to opt for original Medicare or private coverage through an Advantage plan, experts say it is worth weighing the pros and cons.<\/p>\n<p><a href=\"https:\/\/www.cnbc.com\/2025\/09\/29\/cms-sees-medicare-advantage-enrollment-falling-in-2026-.html\">Medicare Advantage<\/a> plans are typically available for no additional premium beyond the cost of a Medicare Part B premium while also providing a host of supplemental benefits, Cubanski said.<\/p>\n<p>But while an Advantage<strong> <\/strong>plan may offer dental benefits, for example, it\u2019s important to understand exactly what that includes, she said. Does that include just one cleaning per year, or is the coverage more extensive, such as two annual cleanings and dentures?<\/p>\n<\/div>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-108185956\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-108185956\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000385646\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" data-test=\"InlineVideo\">\n<div class=\"InlineVideo-wrapper\">\n<div class=\"InlineVideo-inlineThumbnailContainer\"><span class=\"InlineVideo-videoButton\"\/><span\/><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>To be sure, Medicare Advantage typically limits access to certain services or providers, Cubanski said. Moreover, those private plans also have more prior authorization requirements that can affect access to care, she said.<\/p>\n<p>On the other hand, traditional Medicare has become \u201cincreasingly unaffordable\u201d for some beneficiaries, Cubanski said. Individuals who need a lot of medical services may face <a href=\"https:\/\/www.cnbc.com\/2025\/10\/09\/social-security-cola-2026-benefit-increase.html\">higher costs<\/a> in traditional Medicare coverage, she said.<\/p>\n<p>What\u2019s more, unlike Medicare Advantage, traditional Medicare doesn\u2019t have an out-of-pocket cap on the cost of the medical services, Cubanski said.<\/p>\n<\/div>\n<h2 id=\"more-details-available-on-medicare-advantage-plans\" class=\"ArticleBody-subtitle\"><a id=\"headline3\"\/>More details available on Medicare Advantage plans<\/h2>\n<div class=\"group\">\n<p>More information on Medicare Advantage plans is available as beneficiaries shop for plans this year, Moeller said. Medicare\u2019s Plan Finder will include increased detail about the supplemental benefits offered by Advantage plans, such as vision, hearing and dental, he said.<\/p>\n<p>Prospective Advantage enrollees will also have access to more information on doctors, hospitals and other care providers included in plan provider networks. That information will mostly be available on insurance websites, Moeller said.<\/p>\n<p>The newly available information may have \u201csome hiccups,\u201d and beneficiaries may get the opportunity for a do-over come Medicare Advantage open enrollment, Moeller said. Medicare Advantage open enrollment lasts from Jan. 1 to March 31.<\/p>\n<\/div>\n<h2 id=\"new-changes-may-affect-prescription-drug-costs\" class=\"ArticleBody-subtitle\"><a id=\"headline4\"\/>New changes may affect prescription drug costs<\/h2>\n<div class=\"group\">\n<p>Beneficiaries covered by original Medicare plans have the option to purchase Medicare Part D to cover their prescription drugs. Those who have Medicare Advantage may find those benefits through their private plan.<\/p>\n<p>Regardless, it is important to review your choices for next year to make sure your prescriptions will be covered.<\/p>\n<p>\u201cIf a plan doesn\u2019t cover all of your prescription meds, I would take it off my list,\u201d Moeller said. \u201cYou want to make sure a plan does cover all your meds.\u201d<\/p>\n<\/div>\n<div class=\"group\">\n<p>More zero-premium Part D plans are available, Moeller said, which can curtail your monthly spending. However, annual deductibles for those plans are on the rise, he said. Co-pays may also move to more expensive tiers, he said.<\/p>\n<p>\u201cDon\u2019t lose sight of the fact that it\u2019s your overall annual costs that really should be the major basis for your decision,\u201d Moeller said.<\/p>\n<p>Notably, while more zero-premium Part D plans are available in some areas, the total number of plans overall is shrinking, Cubanski said.<\/p>\n<p>The annual <a href=\"https:\/\/www.cnbc.com\/2025\/01\/04\/social-security-and-medicare-in-2025-here-are-the-changes-to-expect-.html\">out-of-pocket maximum<\/a> for Part D drugs will increase to $2,100 in 2026, from $2,000 in 2025. Notably, that cap only applies to prescription drugs that are covered by your plan, Cubanski said.
