{"id":36293,"date":"2025-10-01T18:17:34","date_gmt":"2025-10-01T18:17:34","guid":{"rendered":"https:\/\/financialrush.com\/?p=36293"},"modified":"2025-10-01T18:17:34","modified_gmt":"2025-10-01T18:17:34","slug":"shutdown-fed-rate-cuts","status":"publish","type":"post","link":"https:\/\/financialrush.com\/?p=36293","title":{"rendered":"Shutdown Fed rate cuts"},"content":{"rendered":"<p> \n<\/p>\n<div id=\"RegularArticle-ArticleBody-5\" data-module=\"ArticleBody\" data-test=\"articleBody-2\" data-analytics=\"RegularArticle-articleBody-5-2\"><span class=\"HighlightShare-hidden\" style=\"top:0;left:0\"\/><\/p>\n<div class=\"InlineImage-imageEmbed\" id=\"ArticleBody-InlineImage-108200186\" data-test=\"InlineImage\">\n<div class=\"InlineImage-wrapper\">\n<div>\n<p>Federal Reserve Chair Jerome Powell speaks during a news conference following a two-day meeting of the Federal Open Market Committee at the Federal Reserve on September 17, 2025 in Washington, DC. <\/p>\n<p>Chip Somodevilla | Getty Images<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>If any doubts remained about whether the Federal Reserve will be lowering its key interest rate later this month, the budget loggerheads a few blocks away in the nation&#8217;s capital may have cemented the move.<\/p>\n<p>Particularly if <a href=\"https:\/\/www.cnbc.com\/2025\/10\/01\/government-shutdown-trump-live-updates.html\">the impasse<\/a> stretches out past a few days, Chair <a href=\"https:\/\/www.cnbc.com\/jay-powell\/\">Jerome Powell<\/a> and his fellow central bankers likely will err on the side of caution, which in this case would be a bias towards easing, Wall Street experts say.<\/p>\n<p>&#8220;The US government shutdown and associated data delays nudge what we judged was already a firmly odds-on Fed rate cut in October further odds-on,&#8221; Krishna Guha, head of global policy and central bank strategy at Evercore ISI, said in a client note. <\/p>\n<p>Potential damage from the lockdown combined with ongoing concerns over the labor market will outweigh inflation concerns, he added.<\/p>\n<p>&#8220;Our further lean into October \u2013 in spite of ongoing cautious language from Fed officials \u2013 reflects the even lower probability post-shutdown the Fed will get enough reassurance on labor market in time to rein in the soft default of successive cuts&#8221; through the end of the year that the Fed indicated in projections released last month, Guha said.  <\/p>\n<p>A narrow majority of officials at the September meeting of the Federal Open Market Committee indicated <a href=\"https:\/\/www.cnbc.com\/2025\/09\/17\/fed-rate-decision-september-2025.html\">a preference of two cuts i<\/a>nstead of one through the end of 2025. Some have expressed concern that tariffs could yet push inflation higher. Most, though, have said the <a href=\"https:\/\/www.cnbc.com\/2025\/09\/19\/kashkari-advocates-two-more-rate-cuts-this-year-as-he-sees-limited-tariff-impact-on-inflation.html\">impacts appear temporary<\/a> and unlikely to halt a trend of gradual softening that will bring inflation back to the Fed&#8217;s 2% target in a few years.<\/p>\n<\/div>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-108206226\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-108206226\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000390675\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" data-test=\"InlineVideo\">\n<div class=\"InlineVideo-wrapper\">\n<div class=\"InlineVideo-inlineThumbnailContainer\"><span class=\"InlineVideo-videoButton\"\/><span\/><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>In turn, markets have priced in a 100% probability of an October cut and an 88% chance of another in December, according to the CME Group&#8217;s <a href=\"https:\/\/www.cmegroup.com\/markets\/interest-rates\/cme-fedwatch-tool.html?redirect=\/trading\/interest-rates\/countdown-to-fomc.html\" target=\"_blank\">FedWatch<\/a> tracker of futures prices. Both are higher from when the lockout began at midnight Thursday.<\/p>\n<p>Bank of America noted that history shows the lockdown likely will be over by the time the Fed meets Oct. 28-29 and officials will have updated data in hand. However, should the impasse continue until then, the bank&#8217;s economists see two reasons why FOMC members will vote to cut.<\/p>\n<p>&#8220;First, it would take a solid [September] jobs report to keep an [October] hold in play. If the [September] jobs data are not available, Chair Powell will likely be inclined to push for another &#8216;risk management&#8217; cut,&#8221; BofA economist Stephen Juneau wrote. &#8220;Second, the Fed would want to lean against downside risks from an extended shutdown, particularly if government workers are laid off.&#8221;<\/p>\n<p>The <a href=\"https:\/\/www.cbo.gov\/system\/files\/2025-09\/61773-Government-Shutdown.pdf\" target=\"_blank\">Congressional Budget Office estimates<\/a> that each day that government stays dark will mean the layoff of 750,000 workers with total compensation costs of $400 million. <\/p>\n<p>In previous lockouts, workers were brought back on the job with backpay. However, President Donald Trump has threatened <a href=\"https:\/\/www.cnbc.com\/2025\/09\/28\/trump-mass-firings-government-shutdown.html?&amp;qsearchterm=trump%20shutdown%20layoffs\">an examination on current federal payroll levels<\/a> and the possibility that some furloughs could be permanent.<\/p>\n<p>That could hurt an already-reeling labor market that saw private payrolls, <a href=\"https:\/\/www.cnbc.com\/2025\/10\/01\/private-payrolls-declined-in-september-by-32000-in-key-adp-report-coming-amid-shutdown-data-blackout.html\">according to ADP<\/a>, decline by 32,000 in September.
