{"id":35325,"date":"2025-08-15T21:09:28","date_gmt":"2025-08-15T21:09:28","guid":{"rendered":"https:\/\/financialrush.com\/?p=35325"},"modified":"2025-08-15T21:09:28","modified_gmt":"2025-08-15T21:09:28","slug":"public-service-loan-forgiveness-buyback-has-a-72730-person-backlog","status":"publish","type":"post","link":"https:\/\/financialrush.com\/?p=35325","title":{"rendered":"Public Service Loan Forgiveness \u2018Buyback\u2019 has a 72,730-person backlog"},"content":{"rendered":"<p> \n<\/p>\n<div id=\"RegularArticle-ArticleBody-5\" data-module=\"ArticleBody\" data-test=\"articleBody-2\" data-analytics=\"RegularArticle-articleBody-5-2\"><span class=\"HighlightShare-hidden\" style=\"top:0;left:0\"\/><\/p>\n<div class=\"InlineImage-imageEmbed\" id=\"ArticleBody-InlineImage-108180477\" data-test=\"InlineImage\">\n<div class=\"InlineImage-wrapper\">\n<div>\n<p>Jose Luis Pelaez Inc | Digitalvision | Getty Images<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>There&#8217;s a way for student borrowers pursuing <a href=\"https:\/\/studentaid.gov\/manage-loans\/forgiveness-cancellation\/public-service\" target=\"_blank\">Public Service Loan Forgiveness<\/a> to get their debt wiped away sooner than they might have expected.<\/p>\n<p>But that program, called PSLF Buyback, has been experiencing <a href=\"https:\/\/www.cnbc.com\/2025\/07\/30\/public-service-loan-forgiveness-pslf-becomes-harder-for-borrowers.html\">some challenges of late<\/a>.<\/p>\n<p>Chief among them: As of July 31, there&#8217;s a 72,730-person backlog of borrowers waiting to have the Department of Education process their applications, according to a <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.dcd.278527\/gov.uscourts.dcd.278527.39.0.pdf\" target=\"_blank\">new court filing<\/a>. That&#8217;s up from 65,448 borrowers as of the end of June.<\/p>\n<p>Some of the borrowers <a href=\"https:\/\/www.cnbc.com\/2025\/08\/15\/student-loan-forgiveness-trump-pslf-backlog.html\">CNBC has spoken with<\/a> have been waiting for half a year or more for answers. Others have only a few months&#8217; payments to make.<\/p>\n<p>PSLF, which President George W. Bush signed into law in 2007, allows certain not-for-profit and government employees to have their federal student loans canceled after 120 payments, or 10 years.<\/p>\n<p>Here&#8217;s what borrowers need to know about PSLF Buyback.<\/p>\n<\/div>\n<h2 id=\"what-pslf-buyback-is\" class=\"ArticleBody-subtitle\"><a id=\"headline0\"\/>What PSLF Buyback is<\/h2>\n<div class=\"group\">\n<p>The Biden administration first offered <a href=\"https:\/\/studentaid.gov\/manage-loans\/forgiveness-cancellation\/public-service\/public-service-loan-forgiveness-buyback\" target=\"_blank\">PSLF Buyback<\/a> in the summer of 2023.<\/p>\n<p>The opportunity allows borrowers who&#8217;ve hit 120 months of qualifying public service employment to submit a request to the Education Department to retroactively pay for \u2014 or &#8220;buy back&#8221; \u2014 any months they missed because of a forbearance or deferment.<\/p>\n<p>During those payment pauses, borrowers often don&#8217;t get credit toward PSLF.<\/p>\n<\/div>\n<h2 id=\"how-your-buyback-offer-is-calculated\" class=\"ArticleBody-subtitle\"><a id=\"headline1\"\/>How your buyback offer is calculated<\/h2>\n<div class=\"group\">\n<p>After you&#8217;ve submitted your buyback request, the Education Dept. is supposed to send you an offer letter. Tell us<\/a><\/p>\n<p>How the government calculates your missed monthly payments is complicated, said higher education expert Mark Kantrowitz. But it&#8217;s usually based on your bills before and after the period during which you weren&#8217;t making qualifying payments, Kantrowitz said.<\/p>\n<p>Some people who had low incomes are eligible for zero-dollar payments, and they might not have to pay anything to get their debt cleared.<\/p>\n<p>Once you get the offer letter, Kantrowitz said, &#8220;You must pay the amount to your loan servicer within 90 days.&#8221;<\/p>\n<\/div>\n<h2 id=\"how-to-apply-for-pslf-buyback\" class=\"ArticleBody-subtitle\"><a id=\"headline2\"\/>How to apply for PSLF Buyback<\/h2>\n<div class=\"group\">\n<p>You can apply for the Buyback program through the\u00a0<a href=\"https:\/\/urldefense.com\/v3\/__https:\/studentaid.gov\/fsa-id\/sign-in\/landing?redirectTo=*2Fpslf*2Freconsideration*2Fborrower-information__;JSUl!!PIZeeW5wscynRQ!sAp5wOCu0sF64yGKXMfYR3h3eLzgg75x8b2uEfKDQXpVHJRfNk0YqT6ZfnLCprUpZlB941UdJJ_8RglWcWw$\" target=\"_blank\">PSLF Reconsideration portal<\/a>\u00a0on your Federal Student Aid account, said Nancy Nierman, assistant director of the Education Debt Consumer Assistance Program in New York.<\/p>\n<p>Consumer advocates recommend keeping track of when you submitted your buyback request (you should receive a confirmation email) and your recorded number of qualifying PSLF payments, so far. That number should be accessible on your student loan account.<\/p>\n<\/div>\n<h2 id=\"challenges-to-buyback\" class=\"ArticleBody-subtitle\"><a id=\"headline3\"\/>Challenges to buyback<\/h2>\n<div class=\"group\">\n<p>Buyback applications have piled up under the Trump administration.<\/p>\n<p>The latest <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.dcd.278527\/gov.uscourts.dcd.278527.39.0.pdf\" target=\"_blank\">court filing<\/a> shows 72,730 PSLF buyback requests were pending\u00a0with the government as of the end of July. The bottleneck has only worsened since June, when <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.dcd.278527\/gov.uscourts.dcd.278527.38.0.pdf\" target=\"_blank\">65,448 applications<\/a> were under review by the Trump administration. In May, the backlog was close to\u00a0<a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.dcd.278527\/gov.uscourts.dcd.278527.37.0.pdf\" target=\"_blank\">59,000<\/a>.<\/p>\n<p>(The Education Dept. has regularly shared the data on pending buyback requests as part of a lawsuit the American Federation of Teachers filed against it. Tell us<\/a><\/p>\n<p>The Buyback program became especially popular after courts blocked the Biden-era Saving on a Valuable Education, or SAVE, plan in <a href=\"https:\/\/www.cnbc.com\/2024\/07\/19\/education-department-to-pause-save-student-loan-payments-amid-legal-battle.html\">the summer of 2024<\/a>.<\/p>\n<p>Millions of student loan borrowers who signed up for SAVE were automatically enrolled in a forbearance. Those borrowers found their progress towards PSLF frozen throughout the SAVE payment pause, even as they continued to work in eligible public service.<\/p>\n<p>&#8220;The Department is working its way through this backlog while ensuring that borrowers have submitted the required 120 payments of qualifying employment,&#8221; said Ellen Keast, deputy press secretary at the Education Department.<\/p>\n<\/div>\n<h2 id=\"no-harm-in-applying\" class=\"ArticleBody-subtitle\"><a id=\"headline4\"\/>&#8216;No harm&#8217; in applying<\/h2>\n<div class=\"group\">\n<p>Despite the delays, &#8220;if you are eligible for the Buyback, there&#8217;s no harm in submitting the application,&#8221; Nierman said.<\/p>\n<p>&#8220;But if you can afford payments in other repayment plans, don&#8217;t rely solely on the Buyback to get you to 120 qualifying payments, particularly if you only need a few months of credit to reach forgiveness,&#8221; she said.<\/p>\n<\/div>\n<div class=\"group\">\n<p>You can apply for Buyback and also submit paperwork to switch into another repayment plan at the same time.<\/p>\n<p>While you can remain in the SAVE forbearance for now, borrowers&#8217; debts began accruing interest again on <a href=\"https:\/\/www.cnbc.com\/2025\/08\/01\/student-loan-interest-free-save-forbearance-ends.html\">Aug. 1<\/a>.<\/p>\n<\/div>\n<h2 id=\"borrowers-who-overpay-should-get-refunds\" class=\"ArticleBody-subtitle\"><a id=\"headline5\"\/>Borrowers who overpay should get refunds<\/h2>\n<div class=\"group\">\n<p>If you continue making payments on your loans after you&#8217;ve applied for a buyback offer, or if the Education Department finds you&#8217;ve made more than the required 120 qualifying payments for PSLF, you&#8217;re entitled to a refund from the government, Kantrowitz said.<\/p>\n<p>He&#8217;s heard from people who&#8217;ve gotten one in this scenario.<\/p>\n<\/div>\n<h2 id=\"how-to-complain\" class=\"ArticleBody-subtitle\"><a id=\"headline6\"\/>How to complain<\/h2>\n<div class=\"group\">\n<p>If you&#8217;re running into issues with your PSLF Buyback request,\u00a0you can file a complaint with the Education Department&#8217;s feedback system at<a href=\"https:\/\/studentaid.gov\/feedback-center\/\" target=\"_blank\">\u00a0Studentaid.gov\/feedback<\/a>. Problems can also be reported to the\u00a0<a href=\"https:\/\/fsapartners.ed.gov\/help-center\/fsa-customer-service-center\/service-centers-for-students\/office-of-the-ombudsman-fsa\" target=\"_blank\">Federal Student Aid&#8217;s Ombudsman<\/a>, said Kantrowitz.<\/p>\n<p>But after the Trump administration&#8217;s layoffs at the Education Department, &#8220;I think there are only one or two people answering complaints right now,&#8221; said Stephanie Sampedro, who used to work in the Federal Student Aid office at the agency.
