{"id":34956,"date":"2025-08-06T17:31:16","date_gmt":"2025-08-06T17:31:16","guid":{"rendered":"https:\/\/financialrush.com\/?p=34956"},"modified":"2025-08-06T17:31:16","modified_gmt":"2025-08-06T17:31:16","slug":"student-loan-borrowers-and-changes-to-public-service-loan-forgiveness","status":"publish","type":"post","link":"https:\/\/financialrush.com\/?p=34956","title":{"rendered":"Student loan borrowers and changes to Public Service Loan Forgiveness"},"content":{"rendered":"<p> \n<\/p>\n<div id=\"RegularArticle-ArticleBody-5\" data-module=\"ArticleBody\" data-test=\"articleBody-2\" data-analytics=\"RegularArticle-articleBody-5-2\"><span class=\"HighlightShare-hidden\" style=\"top:0;left:0\"\/><\/p>\n<div class=\"InlineImage-imageEmbed\" id=\"ArticleBody-InlineImage-108181057\" data-test=\"InlineImage\">\n<div class=\"InlineImage-wrapper\">\n<div>\n<p>Fg Trade | E+ | Getty Images<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>A <a href=\"https:\/\/studentaid.gov\/manage-loans\/forgiveness-cancellation\/public-service\" target=\"_blank\">popular student loan forgiveness program<\/a>, Public Service Loan Forgiveness, <a href=\"https:\/\/www.cnbc.com\/2018\/08\/30\/this-man-joins-a-small-crowd-of-public-servants-to-get-their-student-loans-forgiven.html\">has always had its problems<\/a>.<\/p>\n<p>But <a href=\"https:\/\/www.cnbc.com\/2025\/05\/17\/student-loan-borrowers-how-to-avoid-delinquency-default-garnishment.html\">borrowers<\/a> pursuing PSLF have faced some especially challenging changes of late that have made it harder \u2014 if not impossible \u2014 to <a href=\"https:\/\/www.cnbc.com\/2025\/07\/30\/public-service-loan-forgiveness-pslf-becomes-harder-for-borrowers.html\">access the relief<\/a>.<\/p>\n<p>PSLF, which President George W. Bush signed into law in 2007, allows many not-for-profit and government employees to have their federal student loans canceled after a decade of payments.<\/p>\n<p>Here are three challenges impacting PSLF borrowers, and what you can do about them.<\/p>\n<\/div>\n<h2 id=\"1-eligibility-may-change-under-trump\" class=\"ArticleBody-subtitle\"><a id=\"headline0\"\/>1. Eligibility may change under Trump<\/h2>\n<div class=\"group\">\n<p><a href=\"https:\/\/www.cnbc.com\/donald-trump\/\">President Donald Trump<\/a>\u00a0signed an executive order on March 7 that aims to limit eligibility for PSLF.<\/p>\n<p>According to Trump&#8217;s\u00a0<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/03\/restoring-public-service-loan-forgiveness\/\" target=\"_blank\">executive order<\/a>, borrowers employed by organizations that do work involving &#8220;illegal immigration, human smuggling, child trafficking, pervasive damage to public property and disruption of the public order&#8221; will not be eligible for public service loan forgiveness.<\/p>\n<p><strong>More from Personal Finance:<\/strong><br \/><a href=\"https:\/\/www.cnbc.com\/2025\/07\/25\/trump-stimulus-check-tariff-rebate.html\">Trump floats tariff &#8216;rebate&#8217; for consumers<\/a><br \/><a href=\"https:\/\/www.cnbc.com\/2025\/07\/25\/student-loan-forgiveness-tax-trump-big-beautiful-bill.html\">Student loan forgiveness may soon be taxed again<\/a><br \/><a href=\"https:\/\/www.cnbc.com\/2025\/08\/04\/student-loan-borrowers-tell-cnbc-how-the-end-of-save-may-affect-you.html\">Student loan borrowers \u2014 how will the end of the SAVE plan impact you? Tell us<\/a><\/p>\n<p>Experts say borrowers&#8217; best option right now is to hold the course, assuming their current employer has previously been considered qualifying.<\/p>\n<p>That&#8217;s because it remains unclear exactly which organizations will no longer be considered a qualifying employer for PSLF under Trump&#8217;s order. Some experts say the changes to eligibility could be challenged in court.<\/p>\n<p>Whatever the outcome, the overhaul of the PSLF program can&#8217;t be retroactive, said Betsy Mayotte, president of The Institute of Student Loan Advisors, a nonprofit that helps borrowers navigate the repayment of their debt.<\/p>\n<p>That means that if you are currently working for or previously worked for an organization that the Trump administration later excludes from the program, you&#8217;ll still get credit for that time \u2014 at least up until the changes go into effect.<\/p>\n<p>&#8220;If an organization\u00a0is deemed illegal, the borrower can switch jobs to another that isn&#8217;t considered\u00a0illegal,&#8221; said higher education expert Mark Kantrowitz.<\/p>\n<\/div>\n<h2 id=\"2-repayment-plan-troubles-stall-progress\" class=\"ArticleBody-subtitle\"><a id=\"headline1\"\/>2. Repayment plan troubles stall progress<\/h2>\n<div class=\"group\">\n<p>To get your student debt forgiven under PSLF, you need to make your 120 monthly payments while enrolled in an eligible repayment plan. That has been a challenge for some borrowers of late.<\/p>\n<p>The Saving on a Valuable Education, or SAVE, plan, is now defunct and not a viable way for borrowers to repay their debt and eventually earn PSLF. But millions of borrowers enrolled in the Biden-era SAVE plan before it was blocked in the courts, and leaving the program hasn&#8217;t proven easy.<\/p>\n<p>As of the end of June, there was a backlog of more than 1.5 million pending applications by borrowers trying to access a new student loan repayment plan, according to <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.dcd.278527\/gov.uscourts.dcd.278527.38.0.pdf\" target=\"_blank\">court documents<\/a>.<\/p>\n<p>&#8220;The problem is the forms to switch into another plan are not being processed,&#8221; Kantrowitz said.<\/p>\n<p>(The Education Dept. has regularly shared the data on pending repayment plan requests as part of a lawsuit the American Federation of Teachers filed against it. The teacher&#8217;s union alleges the agency is blocking borrowers from their rights.)<\/p>\n<\/div>\n<div class=\"group\">\n<p>Fortunately, &#8220;borrowers who are affected by the processing backlog will eventually be switched into a qualifying repayment plan,&#8221; Kantrowitz said.<\/p>\n<p>When you apply for a new repayment plan, the first 60 days that your debt remains in a so-called processing forbearance do count toward PSLF, Kantrowitz added. It&#8217;s when, and if, your debt is switched into a general forbearance that your progress toward forgiveness is halted.<\/p>\n<\/div>\n<h2 id=\"3-buyback-backlog-leaves-borrowers-waiting\" class=\"ArticleBody-subtitle\"><a id=\"headline2\"\/>3. &#8216;Buyback&#8217; backlog leaves borrowers waiting<\/h2>\n<div class=\"group\">\n<p>The Biden administration created a program <a href=\"https:\/\/studentaid.gov\/manage-loans\/forgiveness-cancellation\/public-service\/public-service-loan-forgiveness-buyback\" target=\"_blank\">called PSLF Buyback<\/a>, which allows borrowers who&#8217;ve hit 120 months of qualifying employment to submit a request to the Education Department to retroactively pay for any months they missed because of a forbearance or deferment. Historically, these periods of nonpayment didn&#8217;t earn borrowers PSLF credit.<\/p>\n<p>However, buyback applications have also piled up under the Trump administration.<\/p>\n<p>Roughly\u00a0<a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.dcd.278527\/gov.uscourts.dcd.278527.38.0.pdf\" target=\"_blank\">65,448 PSLF buyback requests were pending<\/a>\u00a0with the government as of the end of June.
