But liberal justice Ketanji Brown Jackson wrote in dissent.<\/p>\n<p>Trump\u2019s executive order said the plan was designed to \u201ccommence a critical transformation of the federal bureaucracy\u201d by eliminating \u201cwaste, bloat and insularity\u201d.<\/p>\n<p>The order empowered the so-called Department of Government Efficiency, or Doge, which was headed at the time by <a href=\"https:\/\/www.ft.com\/content\/c0a8e36d-559e-4306-ab4e-ad1066a1a241\" data-trackable=\"link\">then-Trump ally Elon Musk<\/a>, to co-ordinate workforce reductions and ensure compliance across federal agencies.<\/p>\n<p>The executive order called on government agencies to develop plans for \u201clarge-scale reductions in force\u201d.<\/p>\n<p>San Francisco-based US district judge Susan Illston blocked the lay-offs in May, finding Trump had exceeded his authority by ordering the restructuring without the authorisation of Congress. A group of unions, non-governmental organisations and local governments challenged the president\u2019s order.<\/p>\n<p>Illston wrote: \u201cAs history demonstrates, the president may broadly restructure federal agencies only when authorised by Congress.\u201d<\/p>\n<p>The Supreme Court\u2019s move will pave the way for dismissals across several government agencies, though a key target will be the Department of State.
