The Senate provision reduces the safe harbor limit in expansion states and puts a moratorium on any new provider taxes in all states.<\/p>\n<p>Yet other parts of the proposed Medicaid cuts \u2014 including <a href=\"https:\/\/www.cnbc.com\/2025\/06\/25\/congress-big-beautiful-bill-proposes-new-medicaid-work-requirements.html\">new work requirements<\/a> of 80 hours per month and more frequent redetermination evaluations every six months \u2014 made it past the Senate referee.<\/p>\n<p>\u201cThe Senate bill, like the House bill, includes deep cuts to Medicaid and other health programs, and is deeply harmful, whether or not these provisions stay in or out,\u201d said Allison Orris, senior fellow and director of Medicaid policy at the Center on Budget and Policy Priorities.<\/p>\n<p><strong>More from Personal Finance:<\/strong><br \/><a href=\"https:\/\/www.cnbc.com\/2025\/06\/25\/congress-big-beautiful-bill-proposes-new-medicaid-work-requirements.html\">\u2018Big beautiful\u2019 bill proposes new federal Medicaid work requirements<\/a><br \/><a href=\"https:\/\/www.cnbc.com\/2025\/06\/23\/big-beautiful-bill-health-care-cuts-may-add-to-medical-debts-report.html\">Health-care cuts in GOP budget bill prompt medical debt: Report<\/a><br \/><a href=\"https:\/\/www.cnbc.com\/2025\/06\/18\/senate-version-of-big-beautiful-bill-calls-for-6000-senior-bonus.html\">Senate version of \u2018big beautiful\u2019 bill includes $6,000 senior bonus<\/a><\/p>\n<p>The House version of the One Big Beautiful Bill Act would reduce federal Medicaid spending by almost $800 billion, according to estimates from the Congressional Budget Office.<\/p>\n<p>Republican lawmakers are pushing to pass the bill through budget reconciliation, an expedited legislative process that requires a simple majority vote. This week, the Senate parliamentarian evaluated whether the proposal complies with the Byrd rule, which prohibits the inclusion of changes that are extraneous to the budget.<\/p>\n<p>While the Senate parliamentarian\u2019s decisions mean certain provisions cannot stay in as written, that leaves room for lawmakers to change the language of the proposal or make other adjustments.<\/p>\n<\/div>\n<h2 id=\"how-medicaid-provider-taxes-may-affect-coverage\" class=\"ArticleBody-subtitle\"><a id=\"headline0\"\/>How Medicaid provider taxes may affect coverage<\/h2>\n<div class=\"group\">\n<p>Medicaid provider taxes offer a way for states to raise money for the non-federal share of funding toward the program, Orris said. If states are limited on how they can do that, the federal government will spend less on Medicaid, she said.<\/p>\n<p>The CBO scores a reduction in provider taxes as a Medicaid cut, Orris said, because it is assumed states will not be able to replace that revenue.<\/p>\n<\/div>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-108149915\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-108149915\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000377135\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" data-test=\"InlineVideo\">\n<div class=\"InlineVideo-wrapper\">\n<div class=\"InlineVideo-inlineThumbnailContainer\"><span class=\"InlineVideo-videoButton\"\/><span\/><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>In response to restrictions on provider taxes, states could make decisions that would result in people losing Medicaid coverage, Orris said.
