The Senate hopes to unveil its version as soon as this week in the hope of passing the legislation by July 4.<\/p>\n<p>Chip Pickering, a former congressman and the chief executive of <a href=\"https:\/\/membership.incompas.org\/memberlist.asp?contentid=2109&amp;_gl=1*1t5xclq*_ga*OTExODU3MDk0LjE3NDk2NTMxODM.*_ga_8BHHKMZQGK*czE3NDk4MTU2MzEkbzQkZzAkdDE3NDk4MTU2MzEkajYwJGwwJGgw\" data-trackable=\"link\">INCOMPAS<\/a>, has advocated for the proposal on behalf of his tech trade association\u2019s members, which include leading companies like Microsoft, Amazon, Meta and Google, as well as smaller data, energy and infrastructure companies and law firms.<\/p>\n<figure class=\"n-content-image n-content-image--inline\" style=\"width:200px;max-width:100%\" data-component=\"image-set\"><picture><source media=\"(min-width: 700px)\" srcset=\"https:\/\/www.ft.com\/__origami\/service\/image\/v2\/images\/raw\/ftcms%3Ad6a89ec8-32f2-4a25-85f6-5a6f03ff31bc?source=next-article&amp;fit=scale-down&amp;quality=highest&amp;width=200&amp;dpr=1 1x\" width=\"200\" height=\"300\"\/><\/picture><figcaption class=\"n-content-picture__caption o3-editorial-typography-caption\"><span>Chip Pickering, a former congressman and the chief executive of INCOMPAS<\/span><span> <!-- -->\u00a9 INCOMPAS<\/span><\/figcaption><\/figure>\n<p>\u201cThis is the right policy at the right time for American leadership,\u201d Pickering told the Financial Times. \u201cBut it\u2019s equally important in the race against China.\u201d<\/p>\n<p>Trade group INCOMPAS started the <a href=\"https:\/\/aicompetitioncenter.com\/advisory-council\/\" data-trackable=\"link\">AI Competition Center (AICC)<\/a> in 2024 to lobby legislators and regulators. At the start of the year, Amazon\u2019s cloud division and Meta <a href=\"https:\/\/punchbowl.news\/article\/tech\/aws-meta-join-artificial-intelligence-industry-group\/\" data-trackable=\"link\">joined<\/a> the AICC subgroup as debates over AI rules heated up and the EU introduced a series of measures to control the sector.<\/p>\n<p>Google parent Alphabet and Meta declined to comment. The party is using the tactic so they can pass the bill without Democratic votes.<\/p>\n<p>Ted <a href=\"https:\/\/www.politico.com\/live-updates\/2025\/06\/05\/congress\/senate-commerce-megabill-frees-spectrum-ties-bead-to-ai-moratorium-00391136\" data-trackable=\"link\">Cruz<\/a>, the top Republican on the Senate commerce committee, has proposed a workaround: states that don\u2019t comply with the provision would be ineligible for billions in federal funding to expand broadband networks to underserved rural areas.<\/p>\n<p>However, there remains little political consensus on how to oversee the fast-moving field and no meaningful federal regulations on testing or data protection have been passed so far. <\/p>\n<p>\u201cYou don\u2019t want the number one country in the world for innovation to fall behind on AI,\u201d Republican senator Thom Tillis said in an interview. \u201cIf all of a sudden you\u2019ve got 50 different regulatory or legal frameworks, how can anybody in their right mind not understand that that\u2019s going to be an states\u2019 abilities,\u201d said Republican senator Steve Daines. \u201cBut there may be some wisdom here, given that it could lead to a patchwork nature of regulation with AI that could hinder and slow down the United States.\u201d<\/p>\n<p>Other Republican senators like Josh <a href=\"https:\/\/www.notus.org\/technology\/senate-reconciliation-bill-ai-regulation-moratorium-hawley#:~:text=Technology-,Hawley%20Says%20He'll%20'Do%20Everything%20I%20Can%20to%20Kill,on%20new%20state%20AI%20regulations.&amp;text=The%20House%20reconciliation%20bill%20would,individual%20rights%2C%E2%80%9D%20Hawley%20said.\" data-trackable=\"link\">Hawley<\/a>, author of a book called <em>The Tyranny of Big Tech<\/em>, and Marsha <a href=\"https:\/\/www.techpolicy.press\/transcript-senate-holds-hearing-on-ai-deepfakes-and-the-no-fakes-act\/\" data-trackable=\"link\">Blackburn<\/a>, who supports a Tennessee law defending her state\u2019s music industry from unauthorised AI use, oppose the moratorium.<\/p>\n<p>\u201cWe have no idea what AI will be capable of in the next 10 years and giving it free rein and tying states hands is potentially dangerous,\u201d House Republican <a href=\"https:\/\/x.com\/RepMTG\/status\/1929946902566494653\" data-trackable=\"link\">Marjorie Taylor Greene<\/a> posted on X. \u201cThis
