The document, which the Financial Times has seen, is titled \u201ccertification regarding compliance with applicable federal anti-discrimination law\u201d. <\/p>\n<p>The document says \u201cDepartment of State contractors must certify that they do not operate any programs promoting DEI that violate any applicable anti-discrimination laws and agree that such certification is material for purposes of the government\u2019s payment decision and therefore subject to the False Claims Act.\u201d<\/p>\n<p>The documents appear to signal that the Trump administration is widening its campaign against DEI to foreign companies after launching a crackdown against <a href=\"https:\/\/www.ft.com\/content\/beac2c10-2d52-4418-a584-be58e8e832bf\" data-trackable=\"link\">US media groups such as Disney<\/a>.\u00a0<\/p>\n<p>A senior banker in Paris said he was shocked by the letter. \u201cIt\u2019s crazy\u2009.\u2009.\u2009.\u2009but everything is now possible. The rule of the strongest now prevails.\u201d<\/p>\n<p>The French finance ministry expressed concerns after some of the companies involved notified it about the move. <\/p>\n<p>\u201cThis practice reflects the values of the new US government. They are not the same as ours,\u201d said a person close to <a href=\"https:\/\/www.ft.com\/france\" data-trackable=\"link\">France<\/a>\u2019s economy minister Eric Lombard. \u201cThe ministry will remind his counterparts in the US government of that.\u201d<\/p>\n<p>The existence of the letter was first reported by Les \u00c9chos newspaper.<\/p>\n<p>The extraterritorial move by the US comes amid heightening tensions between the Trump administration and Europe over economic and security policy as nation pivots away from its traditional allies, especially on trade and Russia\u2019s full-scale invasion of Ukraine. <\/p>\n<p>Trump this week imposed an additional 25 per cent levy on auto sector imports into the US and has increased tariffs on European steel and aluminium imports. The EU is working on reciprocal tariffs in response, but has not yet decided which products to target.<\/p>\n<p>Top Trump officials\u2019 attitude towards Europe was cast into stark relief this week when messages about US attack plans in Yemen were leaked to American media. \u201cI just hate bailing Europe out again,\u201d vice-president JD Vance wrote in a Signal chat group. \u201cIt\u2019s PATHETIC,\u201d responded defence secretary Pete Hegseth.<\/p>\n<p>France has not traditionally been a place where DEI programmes have taken root because of legal limitations on the collection of racial and ethnic data. Employers are not allowed to factor people\u2019s origins into hiring or promotion decisions.\u00a0<\/p>\n<aside aria-labelledby=\"aside-label\" class=\"n-content-recommended--single-story n-content-recommended--inset\" data-component=\"recommended\">\n<p class=\"n-content-recommended__title\">Recommended<\/p>\n<div class=\"o-teaser o-teaser--article o-teaser--small o-teaser--stacked o-teaser--has-image js-teaser\" data-id=\"fc14658f-faaf-44f0-bd2a-216732316913\">\n<div class=\"o-teaser__image-container js-teaser-image-container\"><a href=\"https:\/\/www.ft.com\/content\/fc14658f-faaf-44f0-bd2a-216732316913\" data-trackable=\"image-link\" tabindex=\"-1\" aria-hidden=\"true\"><\/p>\n<div class=\"o-teaser__image-placeholder\" style=\"aspect-ratio:1500\/843\"><\/div>\n<p><\/a><\/div>\n<\/div>\n<\/aside>\n<p>But French companies that are potentially exposed to the US demands include aviation and defence groups, consulting providers and infrastructure companies.
