One example is Turkey, <a href=\"https:\/\/www.ft.com\/content\/8530b61a-67eb-4b83-aaf6-a88df0dd79c6#:~:text=%C5%9Eahap%20Kavcio%C4%9Flu%2C%20the%20central%20bank%20governor%2C%20supports%20president%20Recep%20Tayyip%20Erdo%C4%9Fan%E2%80%99s%20unusual%20theory%20that%20high%20interest%20rates%20cause%20inflation%2C%20while%20mainstream%20economists%20subscribe%20to%20the%20opposite%20view.\" data-trackable=\"link\">rarely considered the poster child<\/a> for<a href=\"https:\/\/on.ft.com\/4guPegb\" data-trackable=\"link\"> successful economic policy<\/a>, which established a <a href=\"https:\/\/globalswf.com\/fund\/TVF\" data-trackable=\"link\">$190bn strategic SWF<\/a> in 2017.<\/p>\n<p>This got us wondering how many other countries out there with SWFs have run persistent budget deficits. The answer is a lot.<\/p>\n<p>In fact, of the 68 countries that make this year\u2019s <a href=\"https:\/\/globalswf.com\/reports\/2025annual\" data-trackable=\"link\">GlobalSWF top 100<\/a> for which we have<a href=\"https:\/\/www.imf.org\/external\/datamapper\/datasets\/WEO\" data-trackable=\"link\"> IMF macroeconomic data<\/a>, only 13 had a budget balance that averaged positive over the last five years and only nine averaged positive over the last ten years. <\/p>\n<p>Admittedly, this total includes some of the most famed sovereign wealth investors like Norway, the United Arab Emirates, Qatar, Singapore, and [checks notes] Nauru. But there are plenty of big funds owned by states that run fairly persistent budget deficits, including Saudi Arabia, China, and Australia.<\/p>\n<p>Below is a rather wonderful dataviz of all of our findings. But it\u2019s noticeable that the biggest funds tend to be owned by states who persistently export more than they import, irrespective of whether their\u00a0government\u2019s spending is covered by tax revenues.\u00a0<\/p>\n<p><a href=\"https:\/\/www.imf.org\/en\/Publications\/fandd\/issues\/Series\/Back-to-Basics\/Current-Account-Deficits\" data-trackable=\"link\">Current account<\/a>\u00a0surpluses \u2014\u00a0the sum of a country\u2019s trade surplus and its net factor income (like interest, dividends and remittances) \u2014\u00a0look like they matter more to SWF owners than budget surpluses.
